Dalam pandangan Imam Mazhab mengenai perkembangan harta wakaf ada perbedaan. Imam Malik dan Imam Syafi’i misalnya yang menekankan pentingnya keabadian benda wakaf. Pendapat ini nampaknya sangat mempengaruhi pandangan mayoritas masyarakat Islam Indonesia. Akibatnya, banyak benda wakaf yang hanya dijaga eksistensinya, meskipun telah rusak dimakan usia atau karena tidak strategis dan tidak memberi manfaat apa-apa kepada masyarakat. Sedangkan pendapat Imam Abu Hanifah dan Ahmad bin Hambal, boleh menukar atau menjual harta benda wakaf yang sudah tidak memiliki manfaat. Pendapat ini dirasa cukup fleksibel sehingga memberikan peluang terhadap pemahaman baru bahwa wakaf itu seharusnya lebih tepat disandarkan pada aspek kemanfaatannya (maslahah mursalah).
