The Political and Constitutional Reform Select Committee was established in June 2010 to consider political and constitutional reform. Over the last five years the Committee has scrutinised the Government's substantial programme of political and constitutional reform - which included fixing the term of a Parliament, bringing forward proposals for recalling MPs, establishing a register of third party lobbyists and implementing Individual Electoral Registration. The establishment of a dedicated select committee to consider these matters has brought additional parliamentary scrutiny to a substantial part of the Government's programme. Should the next Government plan to take forward constitutional reform, a select committee be established to examine the Government's proposals, to keep the progress of any political and constitutional reform under regular review, and to continue the work this Committee has undertaken. The Committee has also highlighted the extent to which it has engaged the public with it's work through consultations and increased use of social media, online surveys and informal events. This public engagement is one of it's greatest innovations, and something which it encourages other committees to adopt in the future

This report reviews progress since 2009 on the recommendations of the Select Committee on Reform of the House of Commons - known as the Wright Committee after its Chair, Dr Tony Wright - and looks forward. It concludes that: Commons select committees are more effective, and election of select committee chairs and members by MPs in a secret ballot, instead of being appointed by the whips, as recommended by Wright, have brought greater transparency and democracy; the Backbench Business Committee, another suggestion of Wright, has been a success, giving backbenchers the chance to decide the subjects of debates covering about a quarter of the House's time; another key Wright recommendation - a House Business Committee which would give backbenchers an influence on the rest of the House's agenda - can be and should be introduced without delay. The Coalition Agreement said in 2010 that the Committee would be established by the third year of this Parliament; the House's petitions procedure is failing to meet public expectations. There is too much confusion between the roles of Government and Parliament. The Committee argues that there is still a case for the establishment of a petitions committee and recommends that officials work up a detailed and costed proposition which could then be put to the House for its endorsement

There has been concern in the last few years that former Ministers and Crown Servants have inappropriately used knowledge they gained in Government to seek new employment in other sectors. Over two years ago the Committee launched an inquiry to examine the effectiveness of the Business Appointment Rules in ensuring propriety in the future employment of former Ministers and senior Crown servants; and to consider the potential of the Big Society agenda to increase traffic through the "revolving door" between the public sector and business and the voluntary sector. The report "The Business Appointment Rules" was published on 17 July 2012. Some twenty months later, the Government has not responded to the Report. The Committee has raised this matter both through correspondence with the Rt Hon Francis Maude, Minister for the Cabinet Office, and by way of Parliamentary Questions. The Committee views the Government failure to respond to a Select Committee Report as unacceptable behaviour and in this instance as obstructive and secretive, both showing a cavalier attitude in its responsibilities towards Parliament and thereby deliberately impeding a cross-party scrutiny of Government policy in this area.

This book describes an astounding feat of constitutional writing and publication. For a number of decades, officials working across different branches of the United Kingdom (UK) constitution have been engaged in a series of separate projects. Taken in their totality, they amount to a vast enterprise. Yet, until now, no-one has fully recognised or critically analysed what has taken place. There has been a proliferation in the UK of publicly available codes, normally lacking a basis in statute, providing official accounts of a variety of different features of UK constitutional rules and principles. They cover institutions ranging from the Cabinet to the Civil Service to the judiciary, and relationships between entities such as central government and the devolved executives; and between the UK executive and the Westminster Parliament. Among them are prominent texts such as the Ministerial Code, the Cabinet Manual, the Guide to Judicial Conduct and the devolution Memorandum of Understanding – as well as more obscure documents that nonetheless contain important stipulations regarding the operation of the system.
