The work of Harvey S. Perloff stands as a landmark in the evolution of Anglo American planning doctrine. It is impossible to fully capture the essence of the published work in a paragraph, page, or even an entire essay. Yet its highpoints can be identified. His work was innovative, reformist, comprehensive, and ori ented toward the future. In emphasizing the greater importance of people com pared to things, Perloff repeatedly prodded planners to be concerned with human needs and values. He was critical of the past. But inasmuch as he de voted more effort to envisioning what could lie ahead than in recalling the past, his work was markedly optimistic. He once admitted in writing to his "built-in weakness for expecting rational, socially oriented solutions ultimately to win out, no matter what the objective situation seems to be. " To some the expecta tion may be seen as naive; to others, as a faith in the wisdom of humankind to take the best course. However received, Perloff's optimism served as a powerful stimulant to keep moving ahead for the best that would come of it. Institutions and the ways they should be shaped and reshaped were of central concern, for institutions (though he rarely used the term) were the in struments through which "knowledge was translated into action.

Abram Bergson has been making significant contributions to economic theory since the 1930s, and this selection of fifteen of his most influential essays exhibits in large part the breadth of his range. The book's primary focus, however, is on those aspects of economic theory to which he has given sustained attention over the whole course of his career: welfare and socialist economics. Part I, Social Welfare and the Economic Optimum, presents the author's seminal early article on the concept of social welfare and two additional essays on the relation of social choice theory to welfare economics and on the import of taste differences for optimal income distribution. In Part II, Problems of Measurement, the critique of Frisch's methods of marginal utility measurement that has become a classic is followed by three essays on consumer's surplus analysis, including the frequently cited paper on monopoly welfare losses. A final paper elaborates for factor productivity calculation the index number theory that was developed by Moorsteen and the author for output measurement. In Part III, Public Enterprise and Socialist Economics, two surveys of the theory of socialist economics that are standard references in the field are followed by an essay on the politics of socialist efficiency and by two studies of public enterprise, one on optimal pricing and the other on managerial riskbearing. Finally, Part IV, Prices, Income, and Employment, consists of two papers that represent an early effort to integrate macro- and microeconomics, a matter that has since become of wide interest. Abram Bergson has taught at Harvard University since 1956; he is now George F. Baker Professor of Economics.

It is probably true, as the editor of these essays and studies by Ragnar Frisch points out, that the majority of economists are not well aware of the contributions made to their discipline by Frisch. This certainly does not apply, however, to econometricians. In fact, Frisch was one of the founding fathers of the Econometric Society and, for the first decade of its existence, its recognized leader in Europe. The annual European meetings were inspired by his enthusiasm, his unprecedented didactic talents and his amazingly diversified contributions. It is also clear that those members of the Swedish Academy of Sciences who selected candidates for the Nobel Memorial Prize in Economic Science, were fully aware of Ragnar Frisch's pathbreaking work when they decided to award him that famous Prize. While much of Frisch's earlier work has been published, in his later years of activity he harqly took the time to shape the results of his work in an optimal way for wider circulation. Although an impressively lucid writer, he evidently gave priority to solu tions of some of the planning problems he was involved in rather than to formulating them in the characteristically crystal-clear and well-structured expositions of earlier years. I very much welcome, therefore, Dr Long's initiative to make available to a wider public within the profession some of the few texts Frisch himself produced, probably under pressure from his immediate friends and col leagues.

Maurice Dobb (1900-1976) was a highly influential Marxist political economist and economic historian. He was famous for his writings on economic development - including the development of capitalism in the west, and the dilemmas of the Soviet Union in their efforts to industrialise what had been primarily an agricultural country. This collection brings together a selection of essays written in the 1960s and 1970s, on socialist economic thought and planning. The essays discuss many issues of relevance today - how to bring about growth in non-industrialised countries; non-market approaches to the economy; and the relevance of Marx to analysing commodity capitalism. The essays are introduced by Dobb's Literary Executor Brian Pollitt, who also gives a useful introduction to Dobb's life and work. Maurice Dobb was author of many works, including Studies in the Development of Capitalism (1946), Soviet Economic Development since 1917 (revised 1966) and Theories of Value and Distribution since Adam Smith (1973). He also collaborated with Piero Sraffa for many years in his work on Ricardo. Brian Pollitt has worked in Cuba, Chile and Nicaragua. His later research has focused on the problems of transition in socialist economies. He has held teaching and research positions at the Universities of Yale, Massachusetts, Concepcion and Adelaide, and has recently retired from his post at the University of Glasgow.
