“Till recently dialogues and exchanges on strategic questions had unfortunately been an exclusive Western monopoly. The perceptions of our scholars, journalists and others tended to be influenced largely by the vast quantities of literature produced by Western strategic sources. Academicians from the non-aligned world very often met each other in conferences organized under Western auspices. There are very few fields in which our academic dependence has been as great as in the field of strategic studies. “This Seminar represents a significant departure from this pattern. It affords an opportunity for the two non-aligned friendly neighbours to get together to discuss our respective strategic perceptions, to establish direct contacts and communications between our institutions and scholars and to improve and reinforce our mutual understanding free from the distorting influence of foreign scholars. “Viewed in this perspective the significance of this seminar goes far beyond this immediate occasion. Indonesia has developed the concept of national resilience. In India we have a philosophy of self-reliance. Both these approaches require that on strategic and international security issues we should develop our own independent perceptions unfettered by the biased strategic doctrines of Western scholars. This was in fact to some extent the position in the first decade of non-alignment when both our countries rejected the concept of a rigid bipolar world though our perceptions at that stage were derived more from certain philosophical formulations rather than from a detailed analysis of strategic factors which affected our security. “Today it is obvious that such an approach is grossly inadequate. It is necessary for us to independently compile relevant factual data, analyse them critically and derive our own conclusions. It is on the basis of these independent conclusions that our own national strategies have to be formulated. Institutions like the Centre for Strategic and International Studies and the Institute for Defence Studies and Analyses play a very useful role in developing such national perceptions. Interactions between such institutions are bound to reflect in due course at national levels.”

This open access book sets out to explain the reasons for the gap between "knowing" and "doing" in view of self-reliance, which is more and more often expected of citizens. In todays society, people are expected to take responsibility for their own lives and be self-reliant. This is no easy feat. They must be on constant high alert in areas of life such as health, work and personal finances and, if things threaten to go awry, take appropriate action without further ado. What does this mean for public policy? Policymakers tend to assume that the government only needs to provide people with clear information and that, once properly informed, they will automatically do the right thing. However, it is becoming increasingly obvious that things do not work like that. Even though people know perfectly well what they ought to do, they often behave differently. Why is this? This book sets out to explain the reasons for the gap between 'knowing and 'doing. It focuses on the role of non-cognitive capacities, such as setting goals, taking action, persevering and coping with setbacks, and shows how these capacities are undermined by adverse circumstances. By taking the latest psychological insights fully into account, this book presents a more realist perspective on self-reliance, and shows government officials how to design rules and institutions that allow for the natural limitations in peoples 'capacity to act.

For two decades, ASEAN has officially been striving for the establishment of a Zone of Peace, Freedom and Neutrality (ZOPFAN) in Southeast Asia. The concept is an original indigenous prescription for an ideal regional order managed by the Southeast Asian states themselves without external interference. However, the realization of this project is proving to be a rather difficult task that is still far from being completed. This paper examines the ZOPFAN proposal in terms of its origins and genesis, its conceptualization, and its prospects of being put into operation. Special consideration is given to the way the concept deals with the problems of zonal neutrality. The paper concludes that, against the background of recent developments in international and regional affairs, the gap between ZOPFAN in theory and ZOPFAN in reality is bound to remain for quite some time. Whether the gap between theory and reality will be narrowed increasingly depends on the Southeast Asian states.

The Asian/Pacific area has become a crucial arena of great power rivalry. It is in this region that the interests and ambitions of the United States, the Soviet Union, Japan, and the People's Republic of China most frequently intersect. At least partially in response to these realities, new or strengthened alignments or relationships-most of them tentative and not yet fully formed-are developing in the region. Among these developments are the Sino-American and Sino-Japanese rapprochements, growing unity within the Association of Southeast Asian Nations (ASEAN), and improved relations between ASEAN and China. Whether these developments will serve to ease significantly the heightened uncertainties, tensions, and strains in the region remains to be seen. For most of the nations of the Asian/Pacific region, the post--World War II decades have been a period of significant economic growth and progress toward the development of viable and stable political institutions. As diplomatic interactions have become ever more complex, and as trade relations among the various countries have expanded, both the economic vitality and the geopolitical importance of the region have gained increasing recognition. Careful consideration of these varied and complex concerns has led a number of observers to conclude that today's interna-tional environment requires greater emphasis on security-related matters in Asia and the Pacific Basin. Acting upon this conviction, the National Strategy Information Center and five cooperating organizations co-sponsored a conference on "New Foundations for Asian and Pacific Security" at Pattaya, Thailand in December 1979. This book contains the addresses, conference papers (some in slightly altered form), and committee reports that constituted the formal substantive aspects of the conference.
