Self-testing is a self-care intervention recommended by WHO as an additional testing strategy for HIV, hepatitis C and syphilis, respectively. This approach recognizes the central and active role that people play in managing their own health care and is increasingly becoming important as an additional strategy in expanding access to and utilization of health services, across various disease areas and conditions. The purpose of this toolkit, which follows a modular framework, is to provide a package of practical guidance, tools and resources to support countries in the design, implementation and scale-up of HIV, hepatitis C and syphilis self-testing which can be adapted to their epidemiological context, covering both health and community systems. Module 1 provides an overview of the self-testing concept and WHO recommendations on HIV, hepatitis C and syphilis self-testing. Module 2 covers steps for the preparation and planning including guidance on the introduction and implementation of self-testing, how to conduct a country situational analysis and access to quality assured products. Module 3 guides the product selection, registration, procurement and supply chain management processes to ensure the smooth flow of quality-assured products from manufacturers to intended users. Module 4 focuses more broadly on implementation and scale-up of self-testing across the three diseases. Module 5 covers key resources related to monitoring and evaluation for self-testing programmes.

WHO's pre-exposure prophylaxis (PrEP) for HIV infection implementation tool contains modules for a range of stakeholders to support them in the consideration, planning, introduction, implementation and roll-out of PrEP services. The STI integration module compiles existing WHO recommendations, systematic scientific literature reviews and other relevant publications to provide suggested implementation approaches. To ensure that countries can effectively benefit from digital health investments, “digital adaptation kits” (DAKs) are designed to facilitate the accurate reflection of WHO’s clinical, public health and data use guidelines in the digital systems that countries are adopting. DAKs are operational, software-neutral, standardized documentations that distil clinical, public health and data use guidance into a format that can be transparently incorporated into digital systems. For this particular DAK, the operational requirements are based on systems that provide the functionalities of digital tracking and decision support (DTDS) and include components such as personas, workflows, core data elements, decision-support algorithms, scheduling logic and reporting indicators. Web annexes provide certain components in additional detail including: data dictionary (Web Annex A), decision-support logic (Web Annex B), indicator definitions (Web Annex C), and functional and non-functional requirements (Web Annex D). Data elements within the DAK (Web Annex A) are mapped to standards-based terminology, such as the International Classification of Diseases (ICD), to facilitate interoperability. This DAK focuses on providing the content requirements for a DTDS system for HIV care used by health workers in primary health care settings. It also includes cross- cutting elements focused on the client, such as self-care interventions.

The Consolidated guidelines on HIV, viral hepatitis and STI prevention, diagnosis, treatment and care for key populations outline a public health response for five key populations (men who have sex with men, trans and gender diverse people, sex workers, people who inject drugs and people in prisons and other closed settings). They present and discuss new recommendations and consolidate a range of recommendations and guidance from current WHO guidelines. Particularly for key populations, social, legal, structural and other contextual factors both increase vulnerability to HIV, viral hepatitis and STIs and obstruct access to health and other essential services. These guidelines highlight the critical importance of addressing structural barriers in all settings as a priority. WHO has set a global goal to eliminate HCV as a public health problem by 2030. WHO estimates that 58 million people had chronic hepatitis C virus (HCV) infection globally in 2019, and less than a quarter of them were diagnosed. New and innovative approaches are needed to accelerate progress toward the HCV elimination targets. Self-testing is one such approach. These guidelines provide a new recommendation and guidance on HCV self-testing to complement existing HCV testing services in countries. These guidelines also highlight operational considerations to support strategic implementation and scale up of HCV self-testing.
