This volume examines international statebuilding in terms of language and meanings, rather than focusing narrowly on current policy practices. After two decades of evolution towards more ‘integrated,’ ‘multi-faceted’ or, simply stated, more intrusive statebuilding and peacebuilding operations, a critical literature has slowly emerged on the economic, social and political impacts of these interventions. Scholars have started to analyse the ‘unintended consequences’ of peacebuilding missions, analysing all aspects of interventions. Central to the book is the understanding that language is both the most important tool for building anything of social significance, and the primary repository of meanings in any social setting. Hence, this volume exemplifies how the multiple realities of state, state fragility and statebuilding are being conceptualised in mainstream literature, by highlighting the repercussions this conceptualisation has on ‘good practices’ for statebuilding. Drawing together leading scholars in the field, this project provides a meeting point between constructivism in international relations and the critical perspective on liberal peacebuilding, shedding new light on the commonly accepted meanings and concepts underlying the international (or world) order, as well as the semantics of contemporary statebuilding practices. This book examines international efforts to provide security in post-conflict sites and explains why internal security should be given precedence in statebuilding endeavours. The work begins by exploring the evolution of security sectors in mature liberal democratic states, before examining the attempts of such states to accelerate that evolutionary process in post-conflict sites through statebuilding and security sector reform. These discussions suggest interestingly different answers to the question of who should provide for internal security in international operations. When considering mature states, there are both practical and normative reasons as to why internal security has become the sole domain of police, with military forces being excluded from internal affairs. In peace and stability operations, on the other hand, difficulties with utilising police personnel have led to military forces being required to play internal security roles. This tension is investigated further through detailed case studies of three recent missions: Afghanistan, Timor-Leste and Solomon Islands. These case studies both reinforce and augment the practical and normative reasons for ensuring that internal security remains the domain of police. This then impacts upon peace and stability operations in two important ways. If we are to provide enduring security in post-conflict sites, we should both (i) prioritise internal security agencies in security sector reform efforts, and (ii) prioritise ways of enabling police to play internal security roles in the contributing mission. This book will be of much interest to students of statebuilding, peace and conflict studies, military studies, police studies, historical sociology, security studies and IR in general.

This book investigates the emergence, the dissemination and the reception of the notion of ‘state fragility’. It analyses the process of conceptualisation, examining how the ‘fragile states’ concept was framed by policy makers to describe reality in accordance with their priorities in the fields of development and security. Contributors investigate the instrumental use of the ‘state fragility’ label in the legitimisation of Western policy interventions in countries facing violence and profound poverty. They also emphasise the agency of actors ‘on the receiving end’, describing how the elites and governments in so-called ‘fragile states’ have incorporated and reinterpreted the concept to fit their own political agendas. A first set of articles examines the role played by the World Bank, the OECD, the European Union and the G7+ in the transnational diffusion of the concept, which is understood as a critical element in the new discourse on international aid and security. This book examines the dynamics of security provision in international interventions in post-conflict states. It focuses on how international security interventions – such as Disarmament, Demobilisation and Reintegration (DDR) programmes, Security Sector Reform (SSR) and Armed Violence Reduction (AVR) – play out in the post-civil war context in which they are implemented. The underlying assumptions of such interventions are that the state is the best placed to organise violence, that the ideal state has to function as an organisation with the legitimate monopoly on the use of violence, and that the primary task of the state is the provision of security. Post-civil war contexts, however, are characterised by hybridity, in which various authority structures are overlapping, cooperating and competing. The interactions between different security actors (both state and non-state) create struggles in society about whose security interests are promoted, which actions to provide security are considered legitimate, and about who is considered a legitimate security actor. This book investigates the interactions between international actors organising and supporting security interventions and the local security dynamics created by the interactions between both state and non-state actors involved in security. It draws on extensive field research in Eastern Democratic Republic of Congo, Burundi and South Sudan. This book critically examines the process of statebuilding by the EU, focusing on its attempts to build Member States in the Western Balkan region. This book analyses the European Union's policies towards, and the impact they have, upon the states of the Western Balkans, and assesses how these affect the nature of EU foreign policy. To this end, it focuses on the tools and mechanisms that the EU employs in its enlargement policy and examines the new instruments of direct intervention (in Bosnia and Kosovo), political coercion (in the case of Croatia and Serbia in relation to the International Criminal Tribunal for the former Yugoslavia), and stricter conditionality in the Western Balkan countries. The book discusses the key aim of this special form of statebuilding, which is to establish functional liberal-democratic states in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia in order for them to join the EU and to cope with the responsibilities and pressures of membership in the future. However, the authors argue that while the EU sees itself as an international actor that promotes and protects liberal-democratic values, norms and principles, its experiences in the Western Balkans demonstrate how the EU ́s actions in the region have undermined the basic principles of democratic decision-making (such as the European support for impositions in Bosnia) and international law (Kosovo), and have consequently contributed to new tensions (see police reform in Bosnia, and the tensions between Kosovo and Serbia) and dependencies. This book analyses regional interventions in African conflict spaces by engaging with political discourse theory. Interventions are a performance of agency, but what happens if interventions are performed by forces that scholars have hardly ever considered as relevant agents in this regard? Based on a study of regional politics towards the crises in Burundi and Zimbabwe, the book analyses how these interventions shaped and changed the emerging regional interveners. The book engages political discourse theory, proposing an understanding of intervention as a field, in which multiple and heterogeneous interpretations of the violence, the crisis, and the future post-conflict order ‘meet'. It is not hard to imagine that this encounter is not harmonious per se but full of frictions. By making use of political discourse theory as a grammar for studying the complexity of an intervention, the focus is directed to the emerging subjectivities of regional interveners. This enables a view of regional interventions that neither reduces their subjectivity to universalist categories associated with 'liberal peace' nor overenthusiastically embraces them as the solution to all problems.
