These Proceedings comprise the bulk of the papers presented at the Inter national Conference on Semigroups of Opemtors: Theory and Contro~ held 14-18 December 1998, Newport Beach, California, U.S.A. The intent of the Conference was to highlight recent advances in the the ory of Semigroups of Operators which provides the abstract framework for the time-domain solutions of time-invariant boundary-value/initial-value problems of partial differential equations. There is of course a firewall between the ab stract theory and the applications and one of the Conference aims was to bring together both in the hope that it may be of value to both communities. In these days when all scientific activity is judged by its value on "dot com" it is not surprising that mathematical analysis that holds no promise of an immediate commercial product-line, or even a software tool-box, is not high in research priority. Elliptic operators arise naturally in several different mathematical settings, notably in the representation theory of Lie groups, the study of evolution equations, and the examination of Riemannian manifolds. This book develops the basic theory of elliptic operators on Lie groups and thereby extends the conventional theory of parabolic evolution equations to a natural noncommutative context. In order to achieve this goal, the author presents a synthesis of ideas from partial differential equations, harmonic analysis, functional analysis, and the theory of Lie groups. In the present book the conditions are studied for the semi-boundedness of partial differential operators which is interpreted in different ways. Nowadays one knows rather much about L2-semibounded differential and pseudo-differential operators, although their complete characterization in analytic terms causes difficulties even for rather simple operators. Until recently almost nothing was known about analytic characterizations of semi-boundedness for differential operators in other Hilbert function spaces and in Banach function spaces. The goal of the present book is to partially fill this gap. He graduated from Moldova State University in 1980 and earned his PhD from the Institute of Mathematics of the National Academy of Sciences of Ukraine, Kiev in 1991. He also earned a PhD Habilitation in mathematics and physics with specialization in stochastic processes, probability and statistics conferred by the Specialized Council at the Institute of Mathematics of the National Academy of Sciences of Ukraine and confirmed by the Supreme Attestation Commission of Ukraine in 2010. His research interests include: probability and statistics, stochastic processes, random evolutions, stochastic dynamic systems, random flights, diffusion processes, transport processes, random walks, stochastic processes in random environments, partial differential equations in stochastic models, statistical physics and wave processes. Dr. Kolesnik has published more than 70 scientific publications, mostly in high-standard international journals and a monograph. He has also acted as external referee for many outstanding international journals in mathematics and physics, being awarded by the "Certificate of Outstanding Contribution in Reviewing" from the journal "Stochastic Processes and their Applications." He was the visiting professor and scholarship holder at universities in Italy and Germany and member of the Board of Global Advisors of the International Federation of Nonlinear Analysts (IFNA), United States of America.
