Lesotho is a constitutional monarchy with a democratic parliamentary government. Under the constitution, the king is head of state but does not actively participate in political activities. The prime minister is head of government and has executive authority. All major parties accepted the outcome of the February 2015 peaceful, credible, and transparent elections, and the country established its second coalition government. A Southern African Development Community (SADC) facilitation mission negotiated the snap election following clashes in August 2014 that saw then prime minister Thomas Thabane flee the country. The 2015 parliamentary elections gave no political party a majority. Pakalitha Bethuel Mosisili, the leader of the Democratic Congress (DC), which won 47 seats in the 120-member parliament, formed a seven-party, 65-seat coalition government. Despite the close election and tense environment, Thabane transferred power peacefully to Mosisili and assumed leadership of the opposition. Thabane and two other opposition leaders fled the country again in May 2015, citing concerns about their safety, and had not returned by year's end. An opposition boycott of parliament ended in February.

The Republic of the Congo is a parliamentary republic in which the constitution, promulgated in November 2015, vests most decision-making authority and political power in the president and prime minister. In October 2015 citizens adopted the new constitution by a 94 percent vote, but the opposition and international community questioned the credibility of the referendum process and results. The new constitution changed previous maximum presidential term limits from two terms of seven years to three terms of five years and provided complete immunity to former presidents. On April 4, the Constitutional Court proclaimed the incumbent, Denis Sassou N'Guesso, winner of the March 20 presidential election with 60 percent of the vote and almost 69 percent voter turnout. Domestic nongovernmental organizations (NGOs), opposition candidates, foreign governments, and international organizations questioned the validity of the results and cited electoral irregularities. The government held the most recent legislative elections in 2012 for 137 of the national assembly's 139 seats. The African Union declared those elections free, fair, and credible, despite numerous irregularities. While the country has a multiparty political system, members of the president's Congolese Labor Party (PCT) and its allies held almost 90 percent of legislative seats, and PCT members occupied almost all senior government positions.

The Gambia's constitution enumerates a full range of provisions and assurances for a multiparty democratic republic. Human rights organizations and opposition parties, however, claimed the government repeatedly took steps to restrict the democratic space. In 2011 voters reelected President Yahya Jammeh to a fourth term in a peaceful, orderly election; however, international observers considered it neither free nor fair. President Jammeh's party, the Alliance for Patriotic Reorientation and Construction (APRC), continued to dominate the political landscape, winning an overwhelming majority of national assembly seats in the parliamentary elections in 2012 and local assembly seats in local elections in 2013. Six of the seven opposition parties boycotted or otherwise did not participate in both the National Assembly and local government elections to protest government intervention and intimidation of opponents.Civilian authorities at times did not maintain effective control over the security forces. The regime responded with excessive force to peaceful public protests on April 14, April 16, and May 9. More than 70 supporters of the United Democratic Party (UDP) were arrested; several were beaten and tortured during the three protests. Thirty of the detainees were convicted on July 20 and July 21, and sentenced to three years' imprisonment. Two of the detainees died in custody.

Sudan is a republic with power concentrated in the hands of authoritarian President Omar Hassan al-Bashir and his inner circle. The National Congress Party (NCP) maintained control of the government, continuing 27 years of near-absolute political authority. The country last held national elections (presidential and National Assembly) in April 2015. Key opposition parties boycotted the elections when the government failed to meet their preconditions, including a cessation of hostilities, holding of an inclusive "national dialogue," and fostering of an environment conducive to discussions between the government and opposition on needed reforms and the peace process. In the period prior to the elections, security forces arrested many supporters, members, and leaders of boycotting parties and confiscated numerous newspapers, conditions that observers said created a repressive environment not conducive to free and fair elections. Only 46 percent of eligible voters participated in the elections, according to the government-controlled National Electoral Commission (NEC), but others believed the turn out to have been much lower. The NEC declared President Bashir winner of the elections with 94 percent of the votes.Civilian authorities at times did not maintain effective control over the security forces. Some armed elements did not openly identify with a particular security entity, making it difficult to determine under whose control they operated. In January 2015 the NCP absolute-majority parliament broadened the mandate of the National Intelligence and Security Services (NISS) to include authorities previously reserved for the armed forces.
