In Shifting Perceptions of Migration in Senegalese Literature, Film, and Social Media, MahrianaRofheart proposes a revised understanding of Senegalese migration narratives by asserting the importance of both local and global connections in recent novels, hip-hop songs, and documentary videos. Much previous research on migration narratives in French from Africa has suggested that contemporary authors often do not consider their countries of origin upon departure and instead focus on life abroad or favor a global perspective. Rofheart instead demonstrates that today’s Senegalese novelists and hip-hop artists, whether living in France or Senegal, express connections to communities both in Senegal and abroad to cope with the traumatic experience of emigration and return. Ultimately, Rofheart asserts that Senegalese national identity remains significant to the way these authors and artists respond to migration. In her examination of novels in French, hip-hop songs in French and Wolof, and online documentaries, as well as the social and economic currents that influence the texts’ production and circulation, Rofheart engages with scholarship on transnationalism, postcolonialism, popular culture, and new media studies. The study’s initial chapters address well-known works from the mid-twentieth century, including Cheikh Hamidou Kane’s Ambiguous Adventure, as well as the films of Ousmane Sembène, and Djibril Diop Mambéty. This bookthen demonstrates how novelists such as Aminata Sow Fall and Fatou Diome, as well as hip-hop artists including Simon and Awadi, break with previous tragic depictions of migration in novels and films to present successful responses to the contemporary context of frequent emigration from Senegal.

In popular songs, televised media, news outlets, and online venues, a jabaaru immigré ("a migrant's wife") may be depicted as an opportunistic gold-digger, a forsaken lonely heart, or a naïve dupe. Her migrant husband also faces multiple representations as profligate womanizer, conquering hero, heartless enslaver, and exploited workhorse. These depictions point to fluctuating understandings of gender, status, and power in Senegalese society and reflect an acute uneasiness within this coastal West African nation that has seen an exodus in the past thirty-five years, as more men and women migrate out of Senegal in hope of a better financial future. Marriage Without Borders is a multi-sited study of Senegalese migration and marriage that showcases contemporary changes in kinship practices across the globe engendered by the neoliberal demand for mobility and flexibility. Based on ten years of ethnographic research in both Europe and Senegal, the book examines a particular social outcome of economic globalization: transnational marriages between Senegalese migrant men living in Europe and women at home in Senegal. These marriages have grown exponentially among the Senegalese, as economic and social possibilities within the country have steadily declined. More and more, building successful social lives within Senegal seems to require reaching outside the country, through either migration or marriage to a migrant. New kinds of affective connection, and disconnection, arise as Senegalese men and women reshape existing conceptions of spousal responsibility, filial duty, Islamic piety, and familial care. Dinah Hannaford connects these Senegalese transnational marriages to the broader pattern of flexible kinship arrangements emerging across the global south, arguing that neoliberal globalization and its imperative for mobility extend deep into the family and the heart and stretch relationships across borders.

This paper on Senegal’s Poverty Reduction Strategy Paper discusses the economic, social, and environmental performance of policies, the political and institutional environment, and the constraints weighing on its growth as well as the challenges to be addressed. The shortage of basic infrastructure, especially in the rural areas, is due to elevated costs and low investments. This is compounded by the high cost of individual sanitation infrastructure, the poverty of households, and the limited resources of local communities. The investment rate that sometimes reaches interesting levels remained constant at an average of around 22 percent, in real terms.
