Among its key responsibilities, the U.S. Special Operations Command (SOCOM) plans and synchronizes operations against terrorist networks. At any given moment, SOF are likely to be engaged in some state of the planning or execution of special operations in many countries around the world, spanning a wide range of environments and mission. SOF therefore must be capable of operating in environments ranging from tropical jungle to arctic, maritime to desert, subterranean to mountainous, and rural to urban. Within this vast range additional factors may influence technical and operational requirements including weather, topography, bathymetry, geology, flora, fauna, and human population density. All of these factors must be weighed in terms of the challenges they pose to supporting communications and operational security. In short, SOF must maintain the capability to operate globally, in any environment, angainst any threats that can be countered by its unique capabilities. The U.S. Special Operations Command (SOCOM) was formed in response to the failed rescue attempt in 1980 of American hostages held by Iran. Among its key responsibilities, SOCOM plans and synchronizes operations against terrorist networks. Special operations forces (SOF) often operate alone in austere environments with only the items they can carry, which makes equipment size, weight, and power needs especially important. Specialized radios and supporting equipment must be carried by the teams for their radio-frequency (RF) operations. As warfighting demands on SOCOM have intensified, SOCOM's needs for significantly improved radio-frequency (RF) systems have increased. Toward a Universal Radio Frequency System for Special Operations Forces examines the current state of the art for both handheld and manpackable platform-mounted RF systems, and determines which frequencies could be provided by handheld systems. The book also explores whether or not a system that fulfills SOF's unique requirements could be deployed in a reasonable time period. Several recommendations are included to address these and other issues.

Intelligence, surveillance, and reconnaissance (ISR) capabilities have expanded situation awareness for U.S. forces, provided for more precise combat effects, and enabled better decision making both during conflicts and in peacetime, and reliance on ISR capabilities is expected to increase in the future. ISR capabilities are critical to 3 of the 12 Service Core Functions of the U.S. Air Force: namely, Global Integrated ISR (GIISR) and the ISR components of Cyberspace Superiority and Space Superiority, and contribute to all others. In response to a request from the Air Force for ISR and the Deputy Assistant Secretary of the Air Force for Science, Technology, and Engineering, the National Research Council formed the Committee on Examination of the Air Force Intelligence, Surveillance, and Reconnaissance (ISR) Capability Planning and Analysis (CP&A) Process. In this report, the committee reviews the current approach to the Air Force corporate planning and programming process for ISR capability generation; examines carious analytical methods, processes, and models for large-scale, complex domains like ISR; and identifies the best practices for the Air Force. In Capability Planning and Analysis to Optimize Air Force Intelligence, Surveillance, and Reconnaissance Investments, the current approach is analyzed and the best practices for the Air Force corporate planning and programming processed for ISR are recommended. This report also recommends improvements and changes to existing analytical tools, methods, roles and responsibilities, and organization and management that would be required to ensure the Air Force corporate planning and programming process for ISR is successful in addressing all Joint, National, and Coalition partner's needs.

Over 5,300 total pages .... MARINE RECON Reconnaissance units are the commander’s eyes and ears on the battlefield. They are task organized as a highly trained six man team capable of conducting specific missions behind enemy lines. Employed as part of the Marine Air- Ground Task Force, reconnaissance teams provide timely information to the supported commander to shape and influence the battlefield. The varying types of missions a Reconnaissance team conduct depends on how deep in the battle space they are operating. Division Reconnaissance units support the close and distant battlespace, while Force Reconnaissance units conduct deep reconnaissance in support of a landing force. Common missions include, but are not limited to: Plan, coordinate, and conduct amphibious-ground reconnaissance and surveillance to observe, identify, and report enemy activity, and collect other information of military significance. Conduct specialized surveying to include: underwater reconnaissance and/or demolitions, beach permeability and topography, routes, bridges, structures, urban/rural areas, helicopter landing zones (LZ), parachute drop zones (DZ), aircraft forward operating sites, and mechanized reconnaissance missions. When properly task organized with other forces, equipment or personnel, assist in specialized engineer, radio, and other special reconnaissance missions. Infiltrate mission areas by necessary means to include: surface, subsurface and airborne operations. Conduct Initial Terminal Guidance (ITG) for helicopters, landing craft, parachutists, air-delivery, and re-supply. Designate and engage selected targets with organic weapons and force fires to support battlespace shaping. This includes designation and terminal guidance of precision-guided munitions. Conduct post-strike reconnaissance to determine and report battle damage assessment on a specified target or area. Conduct limited scale raids and ambushes. The United States must operate successfully in space to help assure its security and economic well being. The Department of the Navy is a major user of space capabilities, although those capabilities are now primarily provided by DOD, the Air Force, and NOAA. Following a DOD assessment of national space security management in 2001, the Navy commissioned a Panel to Review Space to assess Navy space policy and strategy. As an extension of that review, the NRC was requested by the Navy to examine its needs in space for providing future operational and technical capabilities. This report presents a discussion of the strategic framework of future space needs, the roles and responsibilities for meeting those needs, an assessment of Navy support to space mission areas, and a proposed vision for fulfilling Naval forces space needs.
