Input-output modeling has, through the years, provided a consistent and unifying focus for IIASA's economic research. Scientists working in the Institute, first in the economic modeling task of the System and Decision Sciences area and later within the Economic Structural Change project, have cooperated extensively with colleagues throughout the world in advancing and contributing to input-output work. Perhaps the most notable aspect of these efforts has been the joint work with the INFORUM Project to develop linked systems of national models. Experience gained from the INFORUM-IIASA studies has been of great benefit to other members of the I/O community, but this is by no means the end of the story. Contributors not connected with INFORUM have also brought their own very valuable insights and knowledge to bear on the subject, and input-output modeling has moved progressively away from being a purely academic specialization. A number of the methods developed have direct application to economic analysis and policy formulation, and I/O techniques have achieved widespread use in both governmental and commercial environments. This volume presents the results of the fifth in a series of meetings organized by IIASA to promote methodological advances in the subject and to draw on a pool of I/O expertise so as to further the aims of the Institute's in-house economic research.

This volume contains a refereed selection of revised papers which were originally presented at the Second International Conference on Econometric Decision Models, University of Hagen (FernUni versitat). The conference was held in Haus Nordhelle, a meeting place in the mountainous area " Sauerland" , some 50 kilometers south of Hagen, on August 29 - September 1, 1989. Some details about this conference are given in the first paper, they need not be repeated here. The 40 papers included in this volume are organized in 10 "parts", shown in the table of contents. Included are such "fashionable" topics like "optimal control", "cointegration" and "rational expec tations models". In each part, the papers have been arranged alphabetically by author, unless there were good reasons for a different arrangement. To facilitate the decision making of the readers, all papers (except a few short ones) contain an abstract, a list of keywords and a table of contents. At the end of the proceedings volume, there is a list of authors. More than ten years ago, I began to organize meetings of econometricians, mainly called "seminar" or " colloquium". One major purpose of these meetings has always been to improve international cooperation of econometric model builders (and model users) from "the East" and "the West". Unprecedented changes to the better have taken place recently ("perestroika"). For a large fraction of participants from the Soviet Union, the 1989 conference was the first conference in a Western country.

1m Mittelpunkt dieser Schrift steht eine allgemeine Fragestellung, die unter der Bezeichnung SensitiviHitsanalyse (sensitivity analysis) oder auch Empfindlichkeitsuntersuchung seit einigen Jahren bei der Formu lierung und Losung von Entscheidungsmodellen diskutiert wird. Der speziellen Fragestellung einer Sensitivitats analyse muB daher eine eingehende Betrachtung von Entscheidungs modellen vorangehen. So ist das erste Kapitel tiber Entscheidungsmodelle als Grundlage von Sensitivitiitsanalysen zu verstehen, welches der Defini tion von Entscheidungsmodellen und einigen Beispielen hierzu gewidmet ist. Nur so ist es moglich, Sensitivitatsanalysen zu definieren und flir spezielle Sensitivitatsanalysen wie parametrische Programmierung und Probleme mehrfacher Zielsetzung eine gemeinsame Basis zu finden. - Das zweite Kapitel Sensitivitiitsanalysen auf der Grundlage von Ent scheidungsmodellen enthalt die Definitionen von drei typischen Sensi tivitatsanalysen sowie einige Beispiele, die nicht mit der linearen Pro grammierung in Zusammenhang stehen. The twenty-two chapters included in this book were written by as many scholars working independently of each other in different countries. They present, nevertheless, a well integrated picture of systematic advance in the field of input-output analysis on the broad front, stretching from formal mathematical modelling, through construction of large, specialized databases to detailed empirical inquiry and concrete examples of practical applications. While reflecting a great variety of individual interests and working styles, these contributions taken together provide evidence of what might appear to be co ordinated efforts. This coherence has not been brought about by the central guidance so typical of modern large-scale research. It simply reflects the internal discipline and cohesiveness of a particular methodological approach. In input-output analysis, empirical inquiry and theoretical model building have to be carried out hand-in-hand. If the aim of the investigation is to provide concrete, detailed explanation of observed reality, building an elaborate mathematical model makes little sense without an appropriate database. The language and the terminology used in the construction of that database must, however, be exactly the same as that employed in the formulation of the theoretical model. The same specifications and definitions must, of course, be adhered to - after the theoretical computations have been completed - in the interpretation of the numerical results.
