This book traces the origins, life and death of Administrative Science in Italy as an academic discipline between the nineteenth and twentieth centuries. It does so by combining the study of ideas, institutional history, intellectual history and social history. The Faculty of Law first introduced Administrative Science in 1875, with the aim of providing the elite with the necessary tools to distribute wealth more equally, to take care of the population and, thus, to make the young Italian State more legitimate in the eyes of the emerging masses. Law and social sciences were merged with the aim of increasing reforms, including that of creating a State of Happiness for all citizens. Throughout its 70-year existence, Administrative Science was deprived of its contents and scientific independence, and academically overshadowed by Administrative and Public law. Finally, although the liberal elites discarded the reformer project of Administrative Science even before Fascism turned everything upside down, most of the original traits of this knowledge were absorbed into Fascist corporate and totalitarian structures.

Fascism has traditionally been characterized as irrational and anti-intellectual, finding expression exclusively as a cluster of myths, emotions, instincts, and hatreds. This intellectual history of Italian Fascism--the product of four decades of work by one of the leading experts on the subject in the English-speaking world--provides an alternative account. A. James Gregor argues that Italian Fascism may have been a flawed system of belief, but it was neither more nor less irrational than other revolutionary ideologies of the twentieth century. Gregor makes this case by presenting for the first time a chronological account of the major intellectual figures of Italian Fascism, tracing how the movement's ideas evolved in response to social and political developments inside and outside of Italy. Gregor follows Fascist thought from its beginnings in socialist ideology about the time of the First World War--when Mussolini himself was a leader of revolutionary socialism--through its evolution into a separate body of thought and to its destruction in the Second World War. Along the way, Gregor offers extended accounts of some of Italian Fascism's major thinkers, including Sergio Panunzio and Ugo Spirito, Alfredo Rocco (Mussolini's Minister of Justice), and Julius Evola, a bizarre and sinister figure who has inspired much contemporary "neofascism." Gregor's account reveals the flaws and tensions that dogged Fascist thought from the beginning, but shows that if we want to come to grips with one of the most important political movements of the twentieth century, we nevertheless need to understand that Fascism had serious intellectual as well as visceral roots.

A great deal of effort has been expended by Anglo-American scholars in an attempt to isolate past and contemporary "fascisms", "neofascisms", "cryptofascisms" and "latent" fascisms in the modern world. A. James Gregor's "Phoenix: Fascism in Our Time" is an insightful history of the intellectual rationale for Benito Mussolini's fascism offered by major Italian intellectuals. The book provides a list of recurrent features that helps to identify the generic phenomenon. This lucid account reviews seriously neglected aspects of intellectual history, describing the socioeconomic and political conditions that precipitate and sustain fascism. Gregor shows that Italian fascism was supported by a responsible and credible rationale. Alternatives to Democracy in Twentieth-Century Europe examines the historical examples of Soviet Communism, Italian Fascism, German Nazism, and Spanish Anarchism, suggesting that, in spite of their differences, they had some key features in common, in particular their shared hostility to individualism, representative government, laissez faire capitalism, and the decadence they associated with modern culture. But rather than seeking to return to earlier ways of working these movements and regimes sought to design a new future – an alternative future – that would restore the nation to spiritual and political health. The Fascists, for their part, specifically promoted palingenesis, which is to say the spiritual rebirth of the nation. The book closes with a long epilogue, in which Ramet defends liberal democracy, highlighting its strengths and advantages. In this chapter, the author identifies five key choke points, which would-be authoritarians typically seek to control, subvert, or instrumentalize: electoral rules, the judiciary, the media, hate speech, and surveillance, and looks at the cases of Viktor Orbán’s Hungary, Jarosław Kaczyński’s Poland, and Donald Trump’s United States.
