Electronic systems are becoming increasingly complicated and interconnected, and those of the U.S. Department of Defense (DoD) are no exception. Due to the evolution of electronic systems, combined with the need to save time, energy, and money, DoD plans to replace paper delivery of servicemember separation information with electronic delivery. A timely analysis is critical to ensure DoD is best positioned to optimize and effectively orchestrate this opportunity. Clear, authoritative information on characterization of service and reasons for separation is critical for individuals as they re-enlist, change duty status, or transfer into civilian employment; for dependents and survivors; for government agencies that adjudicate veteran status and benefits; and for military departments, as they move toward fully integrated digital databases. DoD's DD Form 214 has existed since the 1950s, when it standardized information across the services by replacing service-level forms. The form is largely unchanged since that time and has remained the defining document to verify a servicemember's discharge from active duty. As electronic information supplants paper, information provided by the services must continue to meet the important purposes of DD Form 214. To ensure consistency across the services and avoid omission of critical information, DoD needs an in-depth analysis of the current use of DD Form 214 to identify ways in which it could be improved to meet the diverse needs of the numerous organizations and individuals who use and depend on it.

This report documents RAND's research effort on one aspect of the personnel drawdown--how to structure voluntary separation offers to service members to efficiently meet force-reduction objectives. This research was carried out before development of the voluntary separation programs initiated between 1992 and 1994 and was instrumental in shaping them. The authors address the question of what part of the reductions should come from lowered accession levels and what part from increased separations of personnel currently in the service. They identify the criteria that any separation plan should meet and develop a methodology for estimating the acceptance rate of voluntary separation offers. They apply this methodology to evaluate a range of such offers and then address the process of how to structure separation offers to get both the number and type of desired departures as cost effectively as possible. Finally they address questions concerning the financing of such offers by estimating the savings from reduced retirement outlays.

At the Department of Defense (DoD), a personality disorder can render a service member unsuitable for service. GAO was required to report on personality disorder separations with regard to the following: (1) the extent to which selected military installations complied with DoD's separation requirements, and (2) how DoD ensures compliance with these requirements. GAO reviewed a sample of 312 service members' records from four installations, representing the Army, Air Force, and Marine Corps, that had the highest or second highest number of Operation Enduring Freedom or Operation Iraqi Freedom service members separated because of a personality disorder. The review is generalizable to the installations, but not to the services. GAO also reviewed 59 Navy service members' records, but this review is not generalizable to the installation or the Navy because parts of the separation process could have been completed at multiple locations. GAO recommends that DoD do the following: (1) ensure that the services' personality disorder separations comply with DoD's requirements, and (2) monitor the services' compliance. DoD concurred with GAO's first recommendation and partially concurred with the other. DoD stated that it will strengthen policy guidance for the services' compliance reporting, but stated that it is the responsibility of the services to ensure compliance.
