Caseworkers of the Aid to Families with Dependent Children (AFDC) program work with extremely deprived families. Despite their hardships, many of these families manage their tasks of child rearing with exceptional courage and ingenuity. For some, the burdens become too heavy, and the children do not receive the care and training they need for sound growth and development. The wonder is not that some families fail, but that so many succeed under such adverse circumstances. Under the 1962 Social Service Amendments to the Social Security Act, State public welfare agencies must give special attention to the needs of each child in families that receive AFDC payments, and particularly to those living under hazardous conditions. All the resources of the agency should be made available to meet the special needs of each child so that he will have the best possible opportunity for normal development.

The focus of this report is family support. The report is one part of a programme of studies that investigate the implementation of key changes introduced by the Children Act 1989 and evaluate the facilitators and inhibitors to the meeting of key objectives. It describes the circumstances and problems of 93 children in need and their families when they came face to face with social workers in seven local authorities. The families' initial reservations and final evaluation of the services they had, or had not, received is presented. This study also highlights the lack of services to support children in their middle years, especially those with emotional and behavioural problems. The findings demonstrate the overlapping nature of social deprivation, parental ill health, parenting problems and children's needs.

In September 2012, the Substance Abuse and Mental Health Services Administration (SAMHSA), the Centers for Medicare & Medicaid Services (CMS) and the Administration on Children, Youth and Families (ACYF) held a technical expert panel to identify what the research tells us about services for children in therapeutic/treatment foster care (TFC)1 with behavioral health issues (see Appendix A for meeting agenda). A non-Department of Health and Human Services2 16-member panel of researchers representing the fields of mental health, child welfare, measurement and evaluation, social work and psychology came together to provide policymakers with a responsible assessment of currently available information on services for children in therapeutic/treatment foster care with behavioral health issues (see Appendix B for participant list).

Following the death of 17-month-old "Baby P" in Haringey, north London, Lord Laming was commissioned by the Secretary of State for Children, Schools and Families to report urgently on the progress being made across the country to implement effective arrangements for safeguarding children. Much progress has been made since the green paper "Every child matters: change for children" (Cm. 5860, 2003, ISBN 9780101586023), the Children Act 2004 (ISBN 9780105431046) and "Working together to safeguard children" (2006, ISBN 9780112711872), but in March 2008 37,000 children were the subjects of care orders and 29,000 children were the subject of child protection plans. 55 children were killed by their parents or by someone known to them in 2007-08. Lord Laming proposes immediate action on six tasks: (1) the setting of explicit strategic priorities for the protection of children and young persons for each of the key frontline services; (2) establishing a powerful National Safeguarding Delivery Unit to bring coherence and drive to implement change in departments and agencies whose work is to protect children; (3) addressing the inadequacy of the training and supply of frontline social workers: without the necessary specialist knowledge and skills, social workers must not be allowed to practise in child protection; (4) health service workers must engage more, and more confidently, with child protection work; (5) resources devoted to police child protection teams and their training must be increased; (6) shortening of the time taken in court processes relating to the care of children. A total of 58 recommendations are made in the areas of: leadership and accountability; support for children; interagency working; children's workforce; improvement and challenge; organisation and finance; legal matters.
