Increasingly, debates about religious symbols in the public space are reformulated as human rights questions and put before national and international judges. Due to growing negative perceptions about relations between historically entrenched, dominant populations and various minority groups, issues relating to the need to better manage cultural and religious diversity have been intensifying in many countries. These negative perceptions have recently led to a significant increase in popular support for right and extreme right nationalist discourses, and have created so much public tension that national governments have had no choice but to respond. In the last two decades, in several Western contexts in particular, the issues raised by such combined challenges have culminated in the creation of government-initiated or private national commissions. This book presents the results of a multidisciplinary analysis, from a broader framework that includes the national public commissions which have addressed the challenges of managing cultural and religious diversity in Belgium, Britain, Canada (Quebec), France, Morocco and Norway (including also other cases of public management in Australia and Singapore). It includes in-depth studies of the issues and controversies examined by each of the commissions, such as the ways they perceived the issues, their results and impact, the key political players involved, the media debates and reception surrounding each commission, the communication strategies and difficulties their leaders encountered, as well as the legal aspects each commission has raised. Ces dernières années, l'actualité du fait religieux, tant médiatique que scientifique, s'est focalisée sur sa visibilité dans l'espace public. De ce point de vue, la France conserve l'image d'un pays laïque, ce que certains traduiraient par une tolérance plus limitée que chez ses voisins européens à l'égard des manifestations de l'appartenance religieuse. Pourtant, lors de la séparation des Eglises et de l'Etat en 1905, l'assistance spirituelle se trouve déjà au coeur des débats sur l'articulation entre la liberté de religion et l'interdiction du financement public des cultes. L'assistance spirituelle s'adresse en effet aux usagers contraints de rester dans un lieu de service public et par conséquent privés de l'accès à un lieu de culte. Cet ouvrage propose d'analyser cette problématique ancienne sous l'angle contemporain du pluralisme religieux et de la liberté de religion, dans trois lieux de service public : l'enseignement public secondaire, l'Université et les hôpitaux. Le choix a notamment été guidé par une nécessaire actualisation des travaux scientifiques mais aussi le relief particulier qu'y adopte cette problématique de l'assistance spirituelle. Les différentes contributions reposent sur une approche juridique, mais aussi sociologique, par la restitution d'enquêtes de terrain. The increasing visibility of Islam in France and the vehemence of debates about it have often contributed to narrow public perceptions of secularism to a simplistic antireligious crusade, a misleading image disseminated by the media and politicians alike. Taking the opposite stand, this book embarks on a comprehensive effort to document the multiple areas in which French secularism plays out - in debates over “cults,” places of worship, chaplaincy services in public institutions, the recognition of associations of worship, and more -, outlining and analizing the legal paths favored by the state in the regulation of religious diversity. While Islam has undoubtedly contributed to the reshaping of French secularism in the last decades, the book moves beyond what has come to be known as the "Muslim Question" to look at the multiplicity of challenges contemporary religious beliefs, practices, and organizations now pose to the state. David Koussens examines the main political and legal configurations of French secularism over the last thirty years through a sociological and juridical lens, in order to better document its diversity. Such a portrait emphasizes that French secularism is not a univocal phenomenon but one that appears in many guises.
