Los servicios ecosistémicos o ambientales son entendidos como beneficios usados, requeridos y disfrutados por los seres humanos, como sustento básico de la salud y calidad de vida. Con base en la puesta en marcha de la Política Nacional para la Gestión Integral de la Biodiversidad y sus Servicios Ecosistémicos (PNGIBSE) (2016), estudiamos la situación del recurso hídrico de agua dulce y sus servicios ecosistémicos en la microcuenca de la quebrada El Cedro, afluente del sistema hidrológico Torca-Guaymaral, que se despliega en el borde norte de la ciudad de Bogotá D. C. y constituye uno de los componentes de su Estructura Ecológica Principal (EEP). Los ecosistemas pueden ser analizados como capital natural cuyo funcionamiento y productos tienen incidencia potencial o real en el bienestar humano y pueden ser caracterizados como servicios ecosistémicos. Por ello, estudiamos las expresiones que han venido surgiendo en la sociedad civil relacionadas con la gobernanza del agua, como es el caso del proceso de surgimiento y desarrollo de la Mesa Ambiental de la quebrada El Cedro.
