Sexual violence against men is an under-theorised and under-noticed topic, though it is becoming increasingly apparent that this form of violence is widespread. Yet despite emerging evidence documenting its incidence, especially in conflict and post-conflict zones, efforts to understand its causes and develop strategies to reduce it are hampered by a dearth of theoretical engagement. One of the reasons that might explain its empirical invisibility and theoretical vacuity is its complicated relationship with sexual violence against women. The latter is evident empirically, theoretically, and politically, but the relationship between these violences conjures a range of complex and controversial questions about the ways they might be different, and why and how these differences matter. It is the case that sexual violence (when noticed at all) has historically been understood to happen largely, if not only, to women, allegedly because of their gender and their ensuing place in gender orders. This begs important questions regarding the impact of increasing knowledge about sexual violence against men, including the impact on resources, on understandings about, and experiences of masculinity, and whether the idea and practice of gender hierarchy is outdated. This book engages this diverse set of questions and offers fresh analysis on the incidences of sexual violence against men using both new and existing data. Additionally, the authors pay close attention to some of the controversial debates in the context of sexual violence against men, revisiting and asking new questions about the vexed issue of masculinities and related theories of gender hierarchy. The book will be of great interest to students and scholars of sex, gender, masculinities, corporeality, violence, and global politics, as well as to practitioners and activists.

This book locates #MeToo’s traction among elites with “womenomics” theories that attribute feminized poverty, welfare dependency, and sexual violence to traditional femininity and toxic masculinity. Such neoliberal anti-sexual violence policies seek to empower women through paid work and reform men through fatherhood. This volume shows that men’s movements and conservative concerns about “fatherless families” developed toxic masculinity discourse before popular feminism incorporated it. It analyses how discourse on #MeToo issues in the workplace reveals a shift away from representations of women as traumatized victims in need of empowerment toward a focus on men as both problem and solution, setting new standards for masculine workplace conduct. However, this discourse reproduces a toxic/good men binary that serves to consolidate a new form of hegemonic masculinity. The book concludes that neoliberal sexual violence politics obscures how globalization fosters inequalities and sexual violence by blaming these and other social ills on toxically masculine men. This book will be of interest to scholars whose research focuses on sexual violence, feminist studies, masculinity studies, and neoliberalism.

Violence against women is a major problem in all countries, affecting women in every socio-economic group and at every life stage. Nowhere in the world do women share equal social and economic rights with men or the same access as men to productive resources. Economic globalization and development are creating new challenges for women's rights as well as some new opportunities for advancing women's economic independence and gender equality. Yet, when women have access to productive resources and they enjoy social and economic rights they are less vulnerable to violence across all societies. The Political Economy of Violence against Women develops a feminist political economy approach to identify the linkages between different forms of violence against women and macro structural processes in strategic local and global sites - from the household to the transnational level. In doing so, it seeks to account for the globally increasing scale and brutality of violence against women. These sites include economic restructuring and men's reaction to the loss of secure employment, the abusive exploitation associated with the transnational migration of women workers, the growth of a sex trade around the creation of free trade zones, the spike in violence against women in financial liberalization and crises, the scourge of sexual violence in armed conflict and post-crisis peacebuilding or reconstruction efforts and the deleterious gendered impacts of natural disasters. Examples are drawn from South Africa, Kenya, the Democratic Republic of Congo, China, Ciudad Juarez in Mexico, the Pacific Islands, Argentina, Eastern Europe, Central Asia, Haiti, Sri Lanka, Indonesia, New Zealand, Ireland, the United Kingdom, the United States and Iceland.

Every year, hundreds of thousands of women become victims of sexual violence in conflict zones around the world; in the Democratic Republic of Congo alone, approximately 1,100 rapes are reported each month. This book offers a comprehensive analysis of the causes, consequences and responses to sexual violence in contemporary armed conflict. It explores the function and effect of wartime sexual violence and examines the conditions that make women and girls most vulnerable to these acts both before, during and after conflict. To understand the motivations of the men (and occasionally women) who perpetrate this violence, the book analyzes the role played by systemic and situational factors such as patriarchy and militarized masculinity. Difficult questions of accountability are tackled; in particular, the case of child soldiers, who often suffer a double victimization when forced to commit sexual atrocities. The book concludes by looking at strategies of prevention and protection as well as new programs being set up on the ground to support the rehabilitation of survivors and their communities. Although wartime sexual violence against men occurs more frequently than is commonly assumed, its dynamics are remarkably underexplored, and male survivors’ experiences remain particularly overlooked. This reality is poignant in northern Uganda, where sexual violence against men during the early stages of the conflict was geographically widespread, yet now accounts of those incidents are not just silenced and neglected locally but also widely absent from analyses of the war. Based on rare empirical data, this book seeks to remedy this marginalization and to illuminate the seldom-heard voices of male sexual violence survivors in northern Uganda, bringing to light their experiences of gendered harms, agency, and justice.
