Since the 1979 Iranian Revolution, the normalisation of relations between Iran and America has appeared unrealistic if not inconceivable, given that the Iranian state has vigorously pursued an anti-American ideology. This account of US-Iranian relations examines the efficacy of external pressure such as sanctions, as well as domestic grassroots reform movements within the Islamic Republic. The Obama presidency marked a rare high point in the Washington-Tehran relationship, as negotiations between the two countries and other powers produced an unprecedented nuclear deal, the Joint Comprehensive Plan of Action. However, the Trump administration's unilateral withdrawal from the JCPOA, and re-imposition of new sanctions in pursuit of "maximum pressure," had devastating economic consequences, undermining the Iranian middle class, which has consistently been the voice of political moderation and supported Iran's integration into the global economy. Crucially, sanctions have also driven Iran further into the arms of China, while rendering it an even more recalcitrant and aggressive adversary. Monshipouri's central conviction is that negotiations are pivotal to dismantling the mistrust that has long characterised US-Iranian relations, and to seeking détente between Iran and its Arab neighbours--a critical priority, since gradual US withdrawal from the region is all but certain.

The creation of the Foreign Office under Adenauer tells us much about the possibilities and limits of professional diplomacy in the mid-twentieth century. It also demonstrates three themes central to the early history of the Federal Republic: the integration of the new state into the international community, the cooptation of German elites and traditions by the new political system, and the creation of government in a state under foreign occupation. Secrecy is a staple of world politics and a pervasive feature of political life. Leaders keep secrets as they conduct sensitive diplomatic missions, convince reluctant publics to throw their support behind costly wars, and collect sensitive intelligence about sworn enemies. In the Shadow of International Law explores one of the most controversial forms of secret statecraft: the use of covert action to change or overthrow foreign regimes. Drawing from a broad range of cases of US-backed regime change during the Cold War, Michael Poznansky develops a legal theory of covert action to explain why leaders sometimes turn to covert action when conducting regime change, rather than using force to accomplish the same objective. He highlights the surprising role international law plays in these decisions and finds that once the nonintervention principle-which proscribes unwanted violations of another state's sovereignty-was codified in international law in the mid-twentieth century, states became more reluctant to pursue overt regime change without proper cause. Further, absent a legal exemption to nonintervention such as a credible self-defense claim or authorization from an international body, states were more likely to pursue regime change covertly and concealing brazen violations of international law. Shining a light on the secret underpinnings of the liberal international order, the conduct of foreign-imposed regime change, and the impact of international law on state behavior, Poznansky speaks to the potential consequences of America abandoning its role as the steward of the postwar order, as well as the promise and peril of promoting new rules and norms in cyberspace.

This book deals with the diplomatic triangle of Israel, the United States, and Egypt during the War of Attrition along the Suez Canal in 1969–1970. Considering the Egyptian president’s political positions and outlooks on the Arab-Israeli conflict and the pan-Arab sphere, relations with the United States, the study reviews the internal disagreements between the State Department and Henry Kissinger, the national security adviser in the White House. The study demonstrates that the United States and Egypt worked together to thaw their relations after the severance of ties in June 1967, motivated by a desire to protect and advance their interests in the Middle East. The book is based chiefly on textual analysis of political and historical events in the domain of international relations, but with the same attention to internal policy as well. In addition, the research draws chiefly on primary sources that have only recently been released to the general public and that have not yet been the subject of serious analysis. The relationship between established powers and emerging powers is one of the most important topics in world politics. Nevertheless, few studies have investigated how the leading state in the international system responds to rising powers in peripheral regions—actors that are not yet and might never become great powers but that are still increasing their strength, extending their influence, and trying to reorder their corner of the world. In the Hegemon’s Shadow fills this gap. Evan Braden Montgomery draws on different strands of realist theory to develop a novel framework that explains why leading states have accommodated some rising regional powers but opposed others. Montgomery examines the interaction between two factors: the type of local order that a leading state prefers and the type of local power shift that appears to be taking place. The first captures a leading state’s main interest in a peripheral region and serves as the baseline for its evaluation of any changes in the status quo. Would the leading state like to see a balance of power rather than a preponderance of power, does it favor primacy over parity instead, or is it impartial between these alternatives? The second indicates how a local power shift is likely to unfold. In particular, which regional order is an emerging power trying to create and does a leading state expect it to succeed? Montgomery tests his arguments by analyzing Great Britain’s efforts to manage the rise of Egypt, the Confederacy, and Japan during the nineteenth century and the United States’ efforts to manage the emergence of India and Iraq during the twentieth century.
