In a time of rapid urban growth, how our cities grow matters. This report focuses on how suburbs have been built in the past, how existing urban areas perform in the present, and how future urban areas might be built to achieve policy objectives. Although many of the approaches and findings in this study are relevant to other jurisdictions, this project originated in response to Toronto-region policies and conditions, some long-standing, others new. Of particular importance is the 2006 Growth Plan for the Greater Golden Horseshoe. In part, the plan seeks to reduce automobile dependence, promote more efficient provision and use of infrastructure, and decrease the rate of conversion of rural land to urban uses. For future development on greenfield land, the plan's policies promote the creation of "complete communities" -- urban form and activities that are more mixed, dense, and conducive to travel by means other than the automobile relative to currently prevailing forms. To support these policies, the provincial government has set a minimum density target of 50 residents and jobs combined per hectare for the designated zones of future greenfield development of single- and upper-tier municipalities.

Rising income inequality and concentrated poverty threaten the social sustainability of North American cities. Suburban growth endangers sensitive ecosystems, water supplies, and food security. Existing urban infrastructure is crumbling while governments struggle to pay for new and expanded services. Can our inherited urban governance institutions and policies effectively respond to these problems? In Shaping the Metropolis Zack Taylor compares the historical development of American and Canadian urban governance, both at the national level and through specific metropolitan case studies. Examining Minneapolis–St Paul and Portland, Oregon, in the United States, and Toronto and Vancouver in Canada, Taylor shows how differences in the structure of governing institutions in American states and Canadian provinces cumulatively produced different forms of urban governance. Arguing that since the nineteenth century American state governments have responded less effectively to rapid urban growth than Canadian provinces, he shows that the concentration of authority in Canadian provincial governments enabled the rapid adoption of coherent urban policies after the Second World War, while dispersed authority in American state governments fostered indecision and catered to parochial interests. Most contemporary policy problems and their solutions are to be found in cities. Shaping the Metropolis shows that urban governance encompasses far more than local government, and that states and provinces have always played a central role in responding to urban policy challenges and will continue to do so in the future.

Most new urban growth takes place in the suburbs; consequently, infrastructures are in a constant state of playing catch-up, creating repeated infrastructure crises in these peripheries. However, the push to address the tensions stemming from this rapid growth also allow the suburbs to be a major source of urban innovation. Taking a critical social science perspective to identify political, economic, social, and environmental issues related to suburban infrastructures, this book highlights the similarities and differences between suburban infrastructure conditions encountered in the Global North and Global South. Adopting an international approach grounded in case studies from three continents, this book discusses infrastructure issues within different suburban and societal contexts: low-density infrastructure-rich Global North suburban areas, rapidly developing Chinese suburbs, and the deeply socially stratified suburbs of poor Global South countries. Despite stark differences between types of suburbs, there are features common to all suburban areas irrespective of their location, and similarities in the infrastructure issues confronting these different categories of suburbs.
