This volume examines the role of identity formation and stages of sequencing of the steps of reconciliation – which is an enduring rather than ad an ad hoc phenomenon. RIPAR 4 asks for both the challenges to it from the domestic and international systems and the actors involved, as well as for the role of »history,« »memory« and »remembrance« either as catalysts for or obstacles to reconciliation. The analyzing of the connection among the past, the present and the future in actual or prospective reconciliation embraces all these topics and questions.Influenced by the crisis in the former Sovjet Union following the March 2014 Russian annexation/integration of Crimea and the movement of Russian soldiers into Eastern Ukraine to aid Ukrainian separatists the essays in this volume were written in 2015. »Reconciliation« is a frequently ill-defined term. As an aspiration in this volume it encompasses three senses: an incipient, thin and minimal form amounting to passive, peaceful coexistence after enmity; a more elaborate, intermediate and engaged form that is captured by the term rapprochement; and a thick or fuller form denoting active friendship, empathy, trust, magnanimity and, ultimately, amity. Beyond the definitional goal, the volume addresses ten themes. Firstly, reconciliation is being questioned as a process and/ or a terminal condition. A view is made on the requirements for the transition from conflict to a reconciliatory process, and the obstacles to beginning a process of reconciliation. Its »soft« and »hard« expressions inter alia in emotional and political dimensions are also subject of the author's interest. The observations about conflict and cooperation offered in this volume wish to add significantly to the burgeoning literature of reconciliation. These essays demonstrate that we need a variety of disciplinary and theoretical perspectives to grapple with conflict and to promote reconciliation.

The topics of extremism, violent extremism, and radicalization leading to terrorism have constituted an increasingly prominent area of policy interest and donor support in recent years, globally and in the western Balkans. Counterterrorism initiatives, as well as efforts to prevent and counter violent extremism (P/CVE), often reveal the need for broader reform, peacebuilding, and democratization strategies. While foreign donors and domestic authorities tend to focus on ISIS-inspired violent jihadism, in many countries in the region, and particularly in the case of Serbia, there are other forms of extremism—namely far-right nationalism, violent hooliganism, and neo-Nazi movements—that are often considered to be more of an imminent threat, particularly as they are often viewed as examples of “normalized” political expression. The dynamics of reciprocal radicalization, in which competing extremisms feed off of, reinforce, and even need one another, can create seemingly intractable conflict spirals of escalation and violence. This volume explores these dynamics in Serbia through original research, taking fresh perspectives that demonstrate that Serbia is vulnerable to many types of extremism, which can best be prevented by achieving the liberal, democratic, rights-based reforms that have remained elusive for more than two decades. This broad and holistic approach is important for Serbia and its neighbors as the security lens through which most research has been focused to date has done little to explain the deep and structural dynamics of radicalization and extremism in the region.

This book provides a comprehensive analysis of the Chinese-Russian bilateral relationship, grounded in a historical perspective, and discusses the implications of the burgeoning 'strategic partnership' between these two major powers for world order and global geopolitics. The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive 'strategic partnership', but they are not 'allies'.
