Public affairs (PA) is more relevant to operational success than ever before and should be considered an operational function. Three developments support this contention. First, the mass media's ability to impact operations is getting stronger. Secondly, the often-ambiguous aims sought in most operations today require greater communication of military goals and objectives, as well as public support. Third, there has been an increasing reliance on PA support by personnel working in information operations (IO). Effecting this change will require at least the following: a major cultural shift in how PA is regarded; stronger reliance on PA within command structures; new measures of PA effectiveness; network centric thinking in PA execution; and more emphasis on PA's operational implications in joint doctrine.

In today's operational environment the impact and influence of the public is becoming more relevant. With the ability to monitor daily operational decisions and actions, the public response can change the direction or outcome of a battle. This shift in influence has been a direct result of the advances in information technology during the past decade. These advances have reduced operational space, deceased the decision cycle, and added information collection and dissemination capabilities to the individual service member. The result is more information available to the public and an increased importance of public affairs management. The operational impacts of new media and command information concepts and capabilities have placed commanders in a reactive operational posture, struggling to counter perceptions and maintain public support, based on the fragmented operational snapshot provided by the media. In essence, today's informational environment has transformed public affairs into an operational function that commanders have failed to effectively synchronize. Unless operational commanders fully incorporate all public affairs capabilities into their operations, develop procedures to harness the information technology within their commands and establish habitual relationships with the media, they will not possess the ability to maintain the public will and operational tempo necessary to sustain and win on today's battlefield.

Army public affairs doctrine is consistent and compatible with joint public affairs doctrine and policy, and Department of Defense (DOD) and Department of the Army (DA) public affairs policies. This publication, Field Manual FM 3-61 Public Affairs Operations April 2014, includes public affairs principles, functions, core public affairs tasks, tenets and characteristics for commanders, planners, and other users of Army public affairs. Public affairs professionals use this manual to plan and conduct public affairs training. This publication is based on current force structure and materiel capabilities. It is authoritative but not prescriptive. Public affairs professionals must use their professional knowledge, skills, and judgment when recommending command adaptations to the principles in this publication to meet specific situations. FM 3-61 contains four chapters: Chapter 1 addresses the defined role of Army public affairs activities and how public affairs supports unified land operations and the relationship of public affairs to the mission command warfighting function. It outlines the relationship of public affairs in information synchronization and how public affairs supports operations. It addresses public affairs support to defense support of civil authorities and the role of public affairs in joint operations. Chapter 2 addresses the public affairs architecture and the mission of Army public affairs as a command responsibility and the mandate from the United States (U.S.) Code requiring the Secretary of the Army to designate a career field to communicate to the American public what the Army does. Today's complex, cyber-powered global information environment presents formidable challenges for the military. Facing the certainty of intrusive media and an overload of information, the military has elevated the importance of two related battlefield functions: public affairs (PA) and information operations (IO). PA serves as the military-media interface, tasked with the role of facilitating media coverage of military operations. In doing so, PA fulfills the obligation to keep the American people informed, and helps to establish the conditions that lead to confidence in America's military. 10 has a different purpose. It encompasses a wide range of offensive and defensive capabilities aimed at achieving information dominance over an adversary. Department of Defense joint doctrine identifies PA as a key related I0 activity. But the relationship between the two is problematic. On the one hand, PA deals with the public release of factual information. On the other hand, I0 may deal with false intentions, as an element of military deception or black propaganda activities. By association alone, actual or perceived I0 to manipulate public information could jeopardize the credibility of concurrent PA media relations, and potentially damage the credibility of the overall military mission. It will be the purpose of this study to further examine this 10-PA relationship under fire in Bosnia, as the initial I campaign there confronted multiple non-cooperative and IO-capable adversaries. Through this examination, the study will make a determination as to whether PA and I0 are integral or incompatible military functions. Additionally, the study will look at initial feedback on I0 and PA in more recent operations involving Kosovo. Based on these sets of experiences in the Balkans, the study will conclude with recommendations for a future direction for joint and service I0 and PA doctrine.

Strong public affairs activities and operational support promote a greater understanding of the Army and its contribution to the nation, relevant in obtaining international legitimacy and support. The problem is that current Army Public Affairs doctrine, resources, and training constrained efforts to adequately service tactical and operational level leaders on the battlefield and to adequately inform the American public during Operation Iraqi Freedom in 2003. Thus, the central research question is: Is public information expansion to all audiences imperative in the contemporary operating environment? The grounded method of research uses the DOTMLPF model to review current public affairs doctrine, to illustrate how public affairs support was extended to all media in one case, and to explain expanded public information effects on operations. Army Public Affairs can focus support to fully exploit the advances in the global information environment and to provide an increased valued service on the battlefield. Military credibility in forward theaters creates conditions for stability in a region of uncertainty, at little to no cost and effort. A focused public affairs program could have mitigated coalition forces' current struggle to "win hearts and minds" of the Iraqi people by effectively using truthful information as the primary weapon of choice.
