This study examines the relationship between income and housing assistance programs. The welfare system, through the explicit and implicit shelter allowances that welfare recipients receive as part of their public assistance benefits, spends at least $10 billion a year on housing assistance. The Department of Housing and Urban Development spends a similar amount. Yet, the two streams of government financing for low income housing are uncoordinated and frequently overlapping. Part 1 presents new evidence on both the nature and the impact of this two-pronged approach to providing shelter assistance to the poor. It compares the level of benefits available to households receiving various combinations of aid, and documents the housing outcomes that are produced by the two systems of shelter support. It includes the following chapters: (1) Executive Summary; (2) Introduction; (3) Shelter Allowances Under the Welfare System; (4) The Impact of the Two-Pronged System; and (5) Directions for Future Policy. Part 2 presents detailed statistics on estimated shelter allowances for each of the 50 states and the District of Columbia under the following programs: (1) Aid to Families with Dependent Children (AFDC); (2) Supplemental Security Income (SSI); and (3) General Assistance (GA). "As England's Industrial Revolution started the process of urbanization that has since characterized development throughout the world, a poet worried about the ""dark satanic mills"" that were such a fundamental part of this revolution. However, despite his misgivings, he also suggested that it was necessary for societies to arm themselves with ""chariots of fire"" and other weapons so that they could master this process. In a somewhat more prosaic poetic vein World Bank President Robert McNamara launched the bank's shelter assistance programs saying that 'If cities do not begin to deal more constructively with poverty, poverty may begin to deal more destructively with cities.' These concerns would appear to have even more resonance today as the population of cities in developing countries increasing by unprecedented levels of more than 1 billion people per year for the next 15 years. This magnitude suggests the scale of the increase in the investment in shelter needed to meet the needs of this growing population."

As the United States moves ahead with its demonstration program, it is timely to examine and evaluate foreign experiences with the consumer housing approach.E. Jay Howenstine addresses common questions that have puzzled many policymakers: How do consumer housing subsidies work? For tenants? Homeowners? Builders? And government officials? Gathered here is the definitive experience of the countries that have employed them. From Australia to the United Kingdom, here is the reality gleaned from a dozen countries and brought to bear on the United States. Both the virtues and the limitations of the approach are presented in detail for everyone interested in housing.This study is divided into three major parts. First, Howenstine reviews the historical background and analyzes housing allowance strategies that foreign governments have adopted. A second part examines in detail the major principles and elements with which governments have fashioned their systems. The third part examines the impact of housing allowance systems and weighs them in the light of the original objectives.
