This report has been commissioned by the Labour Market Committee of the Nordic Council of Ministers. The chief aim is to provide policy-relevant knowledge by conducting a comparative analysis of refugee labour-market integration in Scandinavia. Instead of focusing on the well-known employment gap or the fiscal impact of refugee unemployment, this study investigates the divergent impacts of integration programmes and settlement policies for refugees from different backgrounds. Through longitudinal comparative analysis, this study examines the labour-market integration of refugees in Denmark, Norway and Sweden, searching for explanations of cross-national differences by combining statistical analyses with in-depth analyses of national policies and governance structures.

Available online: https://pub.norden.org/temanord2022-534/ Studien følger 280.000 flyktninger bosatt i Sverige, Norge og Danmark i opptil 11 år (fra 2008-2019), og analyserer om flyktningene er i jobb eller under utdannelse, hvor de er på lønnsstigen, samt forskjeller i integreringspolitikken i de tre landene. Om lag 60 prosent av mennene og 40 prosent av kvinnene deltar i arbeidslivet etter ti år, men kun 35-40 prosent av mennene og 15-20 prosent av kvinnene oppnår lønnsnivå rett under medianinntekt etter ti år. Norge og Sverige er tilnærmet like når det gjelder andelen flyktninger som deltar i arbeidslivet, mens Danmark har en betydelig lavere deltagelse. I Danmark er det et større fokus på arbeidsmarkedstiltak og spesielt ubetalt jobbtrening. I Norge har fokuset på ordinær utdanning økt de siste åra, særlig på barne- og ungdomsskolenivå, mens Sverige har en betydelig større andel innrullert i utdanning på minimum videregående nivå.

Migration, Family and the Welfare State explores understandings and practices of integration in the Scandinavian welfare societies of Denmark, Norway and Sweden through a comprehensive range of detailed ethnographic studies. Chapters examine discourses, policies and programs of integration in the three receiving societies, studying how these are experienced by migrant and refugee families as they seek to realize the hopes and ambitions for a better life that led them to leave their country of origin. The three Scandinavian countries have had parallel histories as welfare societies receiving increasing numbers of migrants and refugees after World War II, and yet they have reacted in dissimilar ways to the presence of foreigners, with Denmark developing tough immigration policies and nationalist integration requirements, Sweden asserting itself as a relatively open country with an official multicultural policy, and Norway taking a middle position. The book analyses the impact of these differences and similarities on immigrants, refugees and their descendants across three intersecting themes: integration as a welfare state project; integration as political discourse and practice; and integration as immigrants’ and refugees’ quest for improvement and belonging. This book was originally published as a special issue of the Journal of Ethnic and Migration Studies.

Scandinavia’s foreign-origin population has steadily increased over the past six decades. Migration flows into the region have been linked to societal phenomena such as growing labour demands, family reunification and the acceptance of refugees fleeing wars and political conflicts. Whereas earlier migration streams were generally expected to integrate relatively easily, concerns about the current streams are high on the political agenda. This report is a cross-country research into selected key features of population change and the integration of population groups with roots in Iran, Iraq, Pakistan, Somalia, Turkey and Vietnam in Denmark, Sweden and Norway. The research has sought to achieve three objectives. The first is to determine how and when the groups came to the three Scandinavian countries and how they have since developed. The second is to analyze two aspects of the groups’ integration, namely their participation in education and their participation in the labour market. And the final objective is to provide a brief overview of the groups’ situation in each of the three countries with regards to economic development, immigration history and policy development.
