Summary: Tests have been made in the Langley free-flight tunnel to determine the influence of mode of propeller rotation and vertical-tail design upon the trim characteristics of a model of a twin-engine airplane with one engine inoperative. The test model was mounted on a trim stand, which allowed freedom in roll and yaw under conditions simulating those required by the NACA and the Army Air Forces for asymmetric-power operation in flight. The seven vertical-tail designs tested included three tails of low aspect ratio and of different area, one twin tail of low aspect ratio, two tails of high aspect ratio and with different rudder areas, and one all-movable tail of high aspect ratio equipped with a linked tab. All tests were made with the flaps down.

An investigation has been conducted to determine the effects of wing position and vertical tail configuration on the stability and control characteristics of a jet-powered delta-wing vertically rising airplane model. A ducted-fan powerplant was used because there was no hot-jet powerplant of sufficiently small size and adequate reliability available. In addition to conventional flap-type control surfaces on the wings and vertical tails, the model had jet-reaction controls provided by movable eyelids at the rear of the tail pipe and by air bled from the main duct and exhausted through movable nozzles near the wing tips. The investigation consisted of flight and force tests of three model configurations: a high wing with a top-mounted vertical tail, a high wing with top- and bottom-mounted vertical tails, and a low wing with the top-mounted vertical tail. The flight tests, which were made in the Langley full-scale tunnel, represented slow constant-altitude transitions from hovering to normal unstalled forward flight.

We use panel quantile regressions to study extreme (rather than average) movements in the distribution of the real effective exchange rate (REER) of small open economies. We document that global uncertainty (VIX) and global financial conditions (U.S. monetary policy) shocks have a strong impact on the distribution of the REER changes, with larger impacts in the tails of the distribution, and especially in economies with shallower FX markets, lower central bank credibility, and higher credit risk (i.e., weaker macro fundamentals). Foreign exchange intervention (FXI) partially offsets the impact of these shocks, especially in the left tail (large depreciations) and particularly in economies with weaker fundamentals but, more importantly, when FXI is used sporadically. Thus, our results highlight the importance of deepening FX markets, improving central bank credibility, and strengthening macro fundamentals against the potential dynamic trade-offs of overreliance on a policy that would exacerbate the previously mentioned frictions. While our results point to low effectiveness of capital flow management in preventing large REER movements, they seem to enable more impactful foreign exchange intervention in the immediate aftermath of shocks.
