On the 30 and 31 August 2021, the Food and Agriculture Organization of the United Nations (FAO), in collaboration with the Government of Fiji and the International Tele¬communication Union (ITU), organized a successful Small Island Developing States (SIDS) Solutions Forum. The theme of the SIDS Solutions Forum was: “COVID-19 impacts on the economy and the potential of digitalization and innovation to accelerate progress on resilient agrifood systems; improved nutrition and health; and strengthened climate resilience adaptation within the context of achieving the Sustainable Development Goas (SDGs).” About 1 600 people from various countries attended the Forum, either virtually or physically, in Apia, Samoa. Nine Heads of States/governments and 20 ministers from SIDS; the President Elect of the UN General Assembly (UNGA); Agriculture Ministers from China and Ireland; the Chair of the Alliance of Small Island States (AOSIS); the Secretary General of the Organisation of African, Caribbean and Pacific States (OACPS); the Director General of FAO and eight heads of other UN and regional agencies; and senior representatives of International Financing Institutions (IFIs) were notable attendees. There were also 11 SIDS solutions innovators, women and youth leaders, parliamentarians, policy makers, UN and development partner officials, academics, researchers, farmers, and fishers in attendance. Participants of the SIDS Solutions Forum made several recommendations, which are summarized into 12 key action points.

What is “Sudden Infant Death Syndrome(SIDS)” ?  In 1969, a National Institutes of Health consensus conference led to the first standardized definition of sudden infant death as the “sudden death of an infant or young child, which is unexpected by history, and in which a thorough post-mortem examination fails to demonstrate an adequate cause of death.” However, in recent years, SIDS has been substantially demystified by major advances in our understanding of its relationship to sleep and homeostasis, environmental and genetic risk factors, and biochemical and molecular abnormalities. The most important advance has been the discovery that the prone sleep position more than triples the risk of SIDS, which in the early 1990s led to national and international campaigns advocating a supine sleep position for infants. Since then, it has been estimated that rates of SIDS have declined by more than 50%, and thousands of infant lives have been saved. However, SIDS still remains the leading cause of post neonatal infant death and is the third leading cause of infant mortality overall. Small island developing States (SIDS) are among the most water-scarce countries in the world. This strategic risk is exacerbated by their extreme exposure to climate changes, such as sea-level rise, changing rainfall patterns, and more frequent and severe weather events. Water being an element of life, its scarcity undermines fundamental priorities, such as the human right to clean water and sanitation and the conservation of habitat and biodiversity. By extension, water scarcity constrains economic development in SIDS, impacting the feasibility of developing water-intensive industries or more productive technologies, such as irrigated agriculture. Scarcity also imposes zero-sum compromises in allocating water for the production of, on one hand, essentials such as food and energy and, on the other hand, commercial goods and services. Despite the strategic threat posed by mounting scarcity, water security is only sporadically treated in SIDS’ economic development plans. By contrast, many of their plans are tempered with policies to build resilience and mitigate other strategic risks, such as climate change adaptation, disaster risk reduction, and ensuring food security. In this paper, we analyze how SIDS can better align their economic development and water management policies to support the productive transformation their economies, in particular by incorporating water security and water productivity as priorities into their economic plans.
