The objective of this study was to develop an approach for incorporating techniques to interpret and evaluate deflection data for network-level pavement management system (PMS) applications. The first part of this research focused on identifying and evaluating existing techniques, seeking out those that were simple, reliable, and easy to incorporate into current PMS practices, as well as those that produced consistent results. The second part of the research detailed the development of guidelines for the application of recommended techniques and procedures for determining optimum falling weight deflectometer (FWD) test spacing and data collection frequency. While there are many viable techniques available for evaluating the structural capacity of pavements that use FWD for project-level analysis, many of these techniques are time consuming and require an experienced analyst. As a result, using pavement deflection testing for network-level analysis has been limited to date. This guide provides information for the assessment of pavement structural performance for PMS applications. It reflects the general findings presented in the accompanying final report, Simplified Techniques for Evaluation and Interpretation of Pavement Deflections for Network-Level Analysis (FHWA-HRT-12-023).

The concept of a pavement management system (PMS) was developed following the successful AASHTO Road Test, in the 1950s, when pavement performance was characterized as "the necessary information to compare design alternatives and expectations over the service life of both flexible and rigid pavement structures." A link was established between performance and the activities of planning, designing, constructing, and maintaining pavements, and the concept of a "PMS" was defined accordingly. Currently, surface distress and roughness measurements are the main components in determining a pavement's existing condition in a PMS. The structural condition, although capable of providing important information on how the pavement will perform in the future (rate of deterioration, types and severity of expected distresses, etc.), is not widely used. Reasons for this lack of presence in a system-wide PMS are mostly related to time-consuming analyses and the need for an experienced analyst. This paper presents the development of simplified, deflection-based analytical techniques that provide rapid, automated screening of pavement's structural capacity for inclusion in a network-level PMS. The approach is based on stochastic-logistic modeling commonly used in reliability engineering. Data from the Long-Term Pavement Performance database was used to develop appropriate models, which relate the expected future performance to deflection-based parameters extracted analytically from falling weight deflectometer deflection basins and site-specific conditions such as climate and traffic. It is of paramount importance to consider the existing structural capacity of pavements together with pavement distresses in order to predict future pavement conditions more accurately and thus successfully fulfill the overall goals of the original concept of "pavement management.".

Structural evaluation can be very useful at the network level of pavement management for project prioritization purposes. However, due to expenses involved in data collection and analysis, pavements are not tested for structural capacity at the network level. Rolling wheel deflectometer (RWD), which measures surface deflections at highway speed, is an alternate, faster method of pavement deflection testing for network level data collection. This study was initiated to assess the feasibility of using RWD for network level pavement deflection measurements. RWD deflection data was collected under an 80-kN axle load and at about highway speed on non-interstate highways in northeast Kansas in July 2006. Falling-wheel deflectometer (FWD) data on these roads, collected from 1998 to 2006, were also used for comparison. The computed effective structural numbers from both FWD and RWD deflection data were compared. The results show that the deflections measured by RWD and the center (first sensor) deflections from FWD are statistically similar. The effective structural numbers computed from the FWD and RWD deflection measurements are also statistically similar. Thus RWD appears to be a valuable tool for structural capacity evaluation of pavements at the network level.

As State transportation departments consider structural adequacy as part of their routine pavement management system (PMS) activities by incorporating deflection testing, it is important to advance their practices from measuring deflection using falling weight deflectometers, which involves a slow, stop-and-go operation and requires lane closures, to a more viable alternative for network-level pavement management applications. The development of moving deflection testing devices that can measure pavement responses at traffic speeds represents this more viable alternative. The modern versions of the moving deflection testing devices that are actively used today include the Traffic Speed Deflectometer (TSD) and a Rolling Wheel Deflectometer (RWD). The goal of this project was to establish a reliable measure of the structural condition of bound pavement layers above the unbound base layer as it deteriorates over time under traffic and environmental loading based on moving pavement deflection technology measuring at traffic speeds. Moreover, this measure needed to be robust enough in capturing the structural condition or deterioration of the pavement layer notwithstanding the seasonal and spatial variation in base and subgrade layers. As part of the project, a literature review was conducted, and questionnaires were developed for device manufacturers, owners, and users, which were then followed up by interviews. Both the TSD and RWD were found to be potentially viable devices. Based on this finding, a work plan was developed and implemented to evaluate if the two devices met a minimum set of specifications related to the structural evaluation of pavements at the network level including accuracy and precision of deflection measurements, monitoring applied load, operating speed, and distance between deflection measurements. Field evaluations and validation analyses were completed in accordance with the work plan. Ultimately, analysis methodologies and processes were developed for incorporating pavement structural information within highway agencies' PMS applications.
