The Committee on Modeling and Simulation Enhancements for 21st Century Manufacturing and Acquisition was formed by the NRC in response to a request from the Defense Modeling and Simulation Office (DMSO) of DOD. The committee was asked to (1) investigate next-generation evolutionary and revolutionary M&S capabilities that will support enhanced defense systems acquisition; (2) identify specific emerging design, testing, and manufacturing process technologies that can be enabled by advanced M&S capabilities; (3) relate these emerging technologies to long-term DOD requirements; (4) assess ongoing efforts to develop advanced M&S capabilities and identify gaps that must be filled to make the emerging technologies a reality; (5) identify lessons learned from industry; and (6) recommend specific government actions to expedite development and to enable maximum DOD and U.S. commercial benefit from these capabilities. To complete its task, the committee identified relevant trends and their impact on defense acquisition needs; current use and support for use of M&S within DOD; lessons learned from commercial manufacturing; three cross-cutting and especially challenging uses of M&S technologies; and the areas in which basic research is needed in M&S in order to achieve the desired goals for manufacturing and defense acquisition.

The initial ideas behind this edited volume started in spring of 1998 - some two years before the sixtieth birthday of Bernard P. Zeigler. The idea was to bring together distinguished researchers, colleagues, and former students of Professor Zeigler to present their latest findings at the AIS' 2000 conference. During the spring of 1999, the initial ideas evolved into creating a volume of articles surrounding seminal concepts pertaining to modeling and simulation as proposed, developed, and advocated by Professor Zeigler throughout his scientific career. Also included would be articles describing progress covering related aspects of software engineering and artificial intelligence. As this volume is emphasizing concepts and ideas spawned by the work of Bernard P. Zeigler, it is most appropriate to offer a biographical sketch of his scientific life, thus putting into a historical perspective the contributions presented in this volume as well as new research directions that may lie ahead! Bernard P. Zeigler was born March 5, 1940, in Montreal, Quebec, Canada, where he obtained his bachelor's degree in engineering physics in 1962 from McGill University. Two years later, having completed his MS degree in electrical engineering at the Massachusetts Institute of Technology, he spent a year at the National Research Council in Ottawa. Returning to academia, he became a Ph. D. student in computer and communication sciences at the University of Michigan, Ann Arbor.

Systems engineering is the design of a complex interconnection of many elements (a system) to maximize a specific measure of system performance. It consists of two parts: modeling, in which each element of the system and its performance criteria are described; and optimization in which adjustable elements are tailored to allow peak performance. Systems engineering is applied to vast numbers of problems in industry and the military. An example of systems engineering at work is the control of the timing of thousands of city traffic lights to maximize traffic flow. The complex and intricate field of electronics and computers is perfectly suited for systems engineering analysis and in turn, advances in communications and computer technology have made more advanced systems engineering problems solvable. Thus, the two areas fed off of one another. This book is a basic introduction to the use of models and methods in the engineering design of systems. The future national security environment will present the naval forces with operational challenges that can best be met through the development of military capabilities that effectively leverage rapidly advancing technologies in many areas. The panel envisions a world where the naval forces will perform missions in the future similar to those they have historically undertaken. These missions will continue to include sea control, deterrence, power projection, sea lift, and so on. The missions will be accomplished through the use of platforms (ships, submarines, aircraft, and spacecraft), weapons (guns, missiles, bombs, torpedoes, and information), manpower, materiel, tactics, and processes (acquisition, logistics,and so on.). Accordingly, the Panel on Technology attempted to identify those technologies that will be of greatest importance to the future operations of the naval forces and to project trends in their development out to the year 2035. The primary objective of the panel was to determine which are the most critical technologies for the Department of the Navy to pursue to ensure U.S. dominance in future naval operations and to determine the future trends in these technologies and their impact on Navy and Marine Corps superiority. A vision of future naval operations ensued from this effort. These technologies form the base from which products, platforms, weapons, and capabilities are built. By combining multiple technologies with their future attributes, new systems and subsystems can be envisioned. Technology for the United States Navy and Marine Corps, 2000-2035 Becoming a 21st-Century Force:Volume 2: Technology indentifies those technologies that are unique to the naval forces and whose development the Department of the Navy clearly must fund, as well as commercially dominated technologies that the panel believes the Navy and Marine Corps must learn to adapt as quickly as possible to naval applications. Since the development of many of the critical technologies is becoming global in nature, some consideration is given to foreign capabilities and trends as a way to assess potential adversaries' capabilities. Finally, the panel assessed the current state of the science and technology (S&T) establishment and processes within the Department of the Navy and makes recommendations that would improve the efficiency and effectiveness of this vital area. The panel's findings and recommendations are presented in this report.
