The People's Action Party (PAP) of Singapore is among the longest-ruling democratically-elected political parties in the world, in power continuously since Singapore gained self-rule in 1959. Such longevity is the product of an institution that is itself dynamic and responsive. Rather than presenting another narrative of Singapore history, The Scripting of a National History: Singapore and Its Pasts studies the constructed nature of the history endorsed by the state, which blurs the distinction between what happened in the past, and how the state intends that past to be understood. The People's Action Party (PAP) government's unbroken mandate to rule has come in no small part from the way it explains its lineage and record to Singaporeans. The power vested in various aspects of Singapore's history is thus examined through a consideration of past and present politics. The authors trace state discourses on Singapore history from the decision immediately after independence to recognize the nineteenth-century British acquisition of the island as its founding moment, to the 1980s and 1990s when an essentially Confucian heritage was recognized under the rubric of "Asian values", and finally to an emphasis on the history of racial fragility and harmony in response to the threat of terrorism in the twenty-first century. Embedded within these discourses is the story of the PAP as the heir of the economic dynamics of the pax Britannica, as an exponent of the morality and righteousness of the Chinese scholar-gentleman, and as the firm hand that balances the interests of the majority Chinese against those of the minority populations, particularly the Malays. The authors examine the underlying template of Singapore history, the negotiation with its immigrant past, and the popularization of history through conscription of national heroes. The chapters range from considering how political leaders claim to be historians by virtue of being the makers of history, to the vicissitudes undergone by two originally private homes turned into symbols of Singapore's Chinese modernity. The 2020 General Election results have raised expectations that Singapore will transition to a more competitive democracy. But this is far from preordained. Nor is there a clear societal consensus that the city-state needs this amid a pandemic and its deepest economic crisis since independence. For now, the People’s Action Party still controls all the levers of power. With the opposition still not ready to step up as an alternative government-in-waiting, Lee Kuan Yew’s prognosis still applies: the PAP’s internal dynamics will be the primary determinant of its continued viability. PAP v. PAP expands on one dimension of this inner struggle: between a conservative attachment to what worked in the past, and a boldly progressive vision for the future. Cherian George and Donald Low argue that a reformed PAP — comfortable with political competition and more committed to justice and equality — would be good for Singapore, and serve the long-term interests of the party. An adaptive PAP, buttressed with stronger democratic legitimacy, would also maintain one of Singapore’s most important strengths: a strong consensus on the virtues of an expert-led, elite government. Based on extensive interviews and archival material, The First Wave tells the story of the opposition in Singapore in its critical first thirty years in Parliament. Democratisation has been described to occur in waves. The first wave of a democratic awakening in post-independence Singapore began with J. B. Jeyaretnam’s victory in the Anson by-election of 1981. That built up to the 1984 general election, the first of many to be called a “watershed”, in which Chiam See Tong was also elected in Potong Pasir. After their successes in 1991, the opposition began dreaming of forming the government. But their euphoria was short-lived. Serious fault lines in the leading Singapore Democratic Party (SDP) rose to the surface almost immediately after the opposition victories of 1991, and the party was wiped out of Parliament by 1997. The opposition spent the next decade experimenting with coalition arrangements, to work their way back to victory.
