En los últimos años se han experimentado una serie de acontecimientos que han generado desconcierto en gran parte de la población: el incremento tan significativo del coste de la energía eléctrica, determinadas decisiones estatales como el establecimiento del denominado “impuesto al sol” frenando el desarrollo de las energías generadas mediante recurso renovable, el planteamiento del cierre de las centrales de generación mediante energía nuclear, la creación de cementerios de residuos radiactivos en el territorio español, etc. A todo lo cual se ha unido una situación coyuntural internacional poco favorecedora con una negativa repercusión económica que entre otras muchas causas ha originado una significativa fluctuación del precio del crudo con la consecuente influencia en las economías nacionales. Por otro lado, tanto a nivel mundial como estatal, se anima a la reducción del consumo de recursos fósiles como el petróleo o el carbón en bien del medio ambiente y de la sostenibilidad del planeta, estableciéndose para ello diversas leyes y objetivos o planes energéticos, donde se priorizan los sistemas de generación de energía mediante recurso renovable, las actuaciones de eficiencia energética y el desarrollo del vehículo eléctrico. En el presente libro, se parte de que conocer la estructura y evolución experimentada del sistema energético español se presenta relevante para comprender la causa, el origen y la repercusión coyuntural de los distintos sucesos acontecidos y ayudan a plantearse la influencia que puedan tener para el consumidor los objetivos establecidos por los correspondientes organismos. Con lo cual, se pretende facultar al lector de la suficiente información para que por sí mismo pueda tomar las decisiones que crea más favorecedoras a sus intereses, según sus principios y preferencias, pero conociendo tanto lo positivo como lo negativo que pueden acarrear las diversas opciones planteadas y adoptadas. Por ejemplo, se tiene que algunos sucesos han repercutido significativamente en el coste de la energía eléctrica para el consumidor. Para encontrar una posible explicación, inicialmente, se parte de que la factura eléctrica se puede desglosar en distintas partidas donde se observa la estrecha relación existente con las características y evolución del sistema energético y las distintas decisiones adoptadas con el tiempo por los órganos competentes. A partir de ahí, al conocer y entender estas partidas en las que se descompone la factura eléctrica, conocer su origen y la posible variación experimentada según la demanda de energía eléctrica que pueda existir, se faculta la comprensión, entre otras cosas, de por qué es necesario que el consumidor pague sin consumir energía o si para una determinada vivienda interesa económicamente realizar una inversión en una instalación de autoconsumo fotovoltaico u otras. Del mismo modo, a lo largo del libro también se analizará la posible influencia sobre el coste de la energía de otros sucesos como la variación poblacional y las posibles medidas de eficiencia energética. Además, también se posibilita el interpretar como pueden influir determinadas tendencias, planteamientos o decisiones adoptadas por los órganos competentes, como puede ser la proliferación del coche eléctrico. Finalmente, junto a una serie de proposiciones y previsiones a futuro, se plantea la importancia de establecer unos objetivos, por lo menos a medio plazo, claros y realistas, mediante medidas eficientes, equilibradas entre los diversos actores y uniformes en el tiempo, que faculten al sistema energético español de la suficiente fortaleza tanto técnica como económica que permitan cumplir con las expectativas, manteniéndose inmune ante situaciones o acontecimientos coyunturales que hagan tambalear la estabilidad del sistema obligando a adoptar medidas urgentes y extraordinarias que lo único que consiguen es facultar la desconfianza de los inversores y del propio consumidor.
