"El pensamiento jurídico moderno, al adentrarse en las ideas del llamado Derecho Público, no puede trascender a la interpretación iurispublicística, ya sea en clave liberal o en clave democrática, de la recepción de las instituciones, ideas y legislaciones que la determinan y expresan. Dentro de estas concepciones hay que destacar aquellas que sostienen, desde el romanismo, que entre los principios de una república democrática perfectible, está la participación ciudadana en la formación de la voluntad estatal. Esta obra monográfica se centra en la argumentación de una adecuada construcción teórica de la recepción de los principios del Derecho Público Romano en Cuba, para contribuir al perfeccionamiento jurídico de la participación política del ciudadano. Se asistía a un insuficiente abordaje científico que fundamentara la recepción del Derecho Público Romano, de hecho no existe hasta hoy un libro, sobre la materia en cuestión, en Cuba. Esto trajo como consecuencia un desconocimiento de las auténticas raíces cubanas y, por tanto, de los orígenes y los principios romanistas que ha recepcionado el republicanismo cubano en materia de participación política. Si se tiene en cuenta que uno de los retos fundamentales a enfrentar en los próximos años es el desarrollo de nuestro Nuevo Texto Constitucional, en dicho proceso deberán considerarse los principios del Derecho Público Romano, provenientes de lo más avanzado y universal de la teoría democrática y que están en las bases de la historia constitucional patria. Es por ello que no resulta disonante fundamentar, desde los inicios y los principios romanistas que ha recibido el actual diseño de la participación política del ciudadano, las principales líneas que son base del diseño democrático en Cuba".
