This illuminating book critically examines multicultural language politics and policymaking in the Andean-Amazonian countries of Ecuador, Peru, and Bolivia, demonstrating how issues of language and power throw light on the relationship between Indigenous peoples and the state. Based on the author’s research in Ecuador, Peru, and Bolivia over several decades, Howard draws comparisons over time and space. With due attention to history, the book’s focus is situated in the years following the turn of the millennium, a period in which ideological shifts have affected continuity in official policy delivery even as processes of language shift from Indigenous languages such as Aymara and Quechua, to Spanish, have accelerated. This edited volume analyzes the belief in supernatural gamekeepers and/or animal masters of wildlife from a cross-cultural perspective. It documents the antiquity and widespread occurrence of the belief in supernatural gamekeepers at the global level. This interdisciplinary volume documents both the antiquity and the widespread geographical distribution of this belief along with surveying the various manifestations of this cosmology by way of studies from Europe, Asia, Africa, and North and South America. Some chapters explore the manifestations of this belief as they appear in petroglyphs/pictographs and other forms of material culture. Others focus on the environmental impacts of these beliefs/rituals and prescribed foraging restrictions by analyzing how they affect game harvests. The internationally recognized scholars in this volume assess the efficacy of this particular form of traditional ecological knowledge (TEK) and investigate if adherence to the belief in animal masters actually causes hunters to refrain from overharvesting wild game and thereby contributes to sustainable hunting practices. In The Extractive Zone Macarena Gómez-Barris traces the political, aesthetic, and performative practices that emerge in opposition to the ruinous effects of extractive capital. The work of Indigenous activists, intellectuals, and artists in spaces Gómez-Barris labels extractive zones—majority indigenous regions in South America noted for their biodiversity and long history of exploitative natural resource extraction—resist and refuse the terms of racial capital and the continued legacies of colonialism. Extending decolonial theory with race, sexuality, and critical Indigenous studies, Gómez-Barris develops new vocabularies for alternative forms of social and political life. She shows how from Colombia to southern Chile artists like filmmaker Huichaqueo Perez and visual artist Carolina Caycedo formulate decolonial aesthetics. She also examines the decolonizing politics of a Bolivian anarcho-feminist collective and a coalition in eastern Ecuador that protects the region from oil drilling. In so doing, Gómez-Barris reveals the continued presence of colonial logics and locates emergent modes of living beyond the boundaries of destructive extractive capital.

This multidisciplinary--indeed, transdisciplinary--combination of archaeological, historical, and ethnographic research reveals how the Andean people of southern Peru's Colca Valley experienced and responded to successive waves of colonial rule by the Inka and Spanish empires from the fifteenth through seventeenth centuries. While most research splits the prehispanic and post-conquest eras into separate domains of study, Steven Wernke's perspective explicitly combines archaeological and documentary sources to bridge the Spanish conquest of the Andes. He integrates GIS-based spatial analyses of documentary sources with archaeological survey and the only excavations of an early Spanish doctrinal settlement in the highland Andes to present a local perspective on how new communities and landscapes emerged as part of a continuous process of adapting to consecutive imperial occupations. Wernke's findings show how Spanish ideals of urban order penetrated this rural provincial setting as early as the first generation after the conquest, as well as the ways the integration of Spanish ideals depended on their resonance with prehispanic Andean precedents. Through integration of empirical research and social theory, this volume contributes to current debates on colonial and postcolonial theory, historical anthropology, and the growing field of colonial archaeology. At ease whether examining religious practice at early Franciscan mission settlements or reconstructing prehispanic Andean land use, Wernke argues that we should avoid thinking of relations within the Inka and Spanish states as a dichotomy between colonizers and colonized; instead he traces how new kinds of communities and landscapes were co-produced at the local scale.
