The movement of people in Southeast Asia is an issue of increasing importance. Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 percent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 percent higher if barriers to mobility were reduced for skilled workers, and an additional 29 percent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.

The East Asia and Pacific region has an international emigrant population of over 21 million people, who remitted more than USD 90 billion to their home countries in 2010. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. The aging of the population in many East Asian countries will create significant labor shortages leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia with important implications for the Bank’s mission of poverty reduction and supporting sustainable economic development in the region. In this context , this study analyzes the impact of migration on development of the region and how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers: trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration.

Across East Asia, intra-regional migration is more prevalent than inter-regional movements, and the region’s diverse histories, geopolitics, economic development, ethnic communities, and natural environments make it an excellent case study for examining the relationship between irregular migration and human security. Irregular migration can be broadly defined as people’s mobility that is unauthorised or forced, and this book expands on the existing migration-security nexus by moving away from the traditional state security lens, and instead, shifting the focus to human security. With in-depth empirical country case studies from the region, including China, Japan, North Korea, the Philippines, Burma/Myanmar, Cambodia, Thailand and Singapore, the contributors to this book develop a human security approach to the study of irregular migration. In cases of irregular migration, such as undocumented labour migrants, asylum seekers, internally displaced people, trafficked persons, and smuggled people, human security is the cause and/or effect of migration in both sending and receiving countries.
