Ethnic inequalities in divided societies can exacerbate social divisions and lead to conflict. Reducing these inequalities could have a de-escalating effect, yet there is little consensus on how this can be achieved most effectively and sustainably. Decentralisation is held to improve inter-ethnic relations in multi-ethnic states by allowing territorially concentrated groups greater autonomy over their own affairs, and the case of the Republic of Macedonia offers an example of the successes and failings of decentralisation. Decentralisation and the Management of Ethnic Conflict offers new insight into the dynamics of conflict management through decentralisation, using an in-depth case study of decentralisation in the Republic of Macedonia between 2005 and 2012. Guided by the concept of horizontal inequalities, the volume identifies the factors which influenced the decision to devolve responsibilities to the municipalities after 2001.Taking an integrative approach to studying the political, administrative, and fiscal dimensions of decentralisation and its implementation, the book investigates whether these institutional reforms have indeed contributed to the reduction of inequalities between Macedonia’s ethnic groups, and what the obstacles were in those areas in which decentralisation has not reached its full potential. The key lesson of the Macedonian case is that attempts to solve internal self-determination conflicts through decentralisation will fail if local self-governance exists only in form but not in substance. This book contributes to a more nuanced understanding of the challenges facing different forms of decentralisation in the long term, and as such represents a significant contribution to Conflict Studies, Development Studies and Political Science more generally.

Heritage became a target during the Yugoslav Wars as part of ethnic cleansing and urbicide. Out of the ashes of war, pasts were remodelled, places took on new layers of meaning, and a wave of new memorialization took hold. Three decades since the fall of Vukovar and the end of the siege of Sarajevo, and more than a decade since Kosovo’s Declaration of Independence, conflict has shifted from armed confrontations to battles about the past. The former Yugoslavia has been described on the one hand as a bastion of plurality and multiculturalism, and on the other, as a territory of antagonism and radical nationalisms, echoing imaginaries and narratives relevant to Europe as a whole. With Croatia having entered the EU in 2013 and the continuous political contestation in the region, wounds in the memory fabric of the former Yugoslavia have once more come to the world’s attention. Whatever 'ugliness' is, it remains a problematic category in architectural aesthetics – alternately vilified and appropriated, used either to shock or to invert conventions of architecture. This book presents sixteen new scholarly essays which rethink ugliness in recent architecture – from Brutalism to eclectic postmodern architectural productions – and together offer a diverse reappraisal of the history and theory of postmodern architecture and design. The essays address both broad theoretical questions on ugliness and postmodern aesthetics, as well as more specific analyses of significant architectural examples dating from the last decades of the twentieth century. The book attends to the diverse relations between the aesthetic register of ugliness and closely connected aesthetic concepts such as the monstrous, the ordinary, disgust, the excessive, the grotesque, the interesting, the impure and the sublime. Authoritarianism has emerged as a prominent theme in popular and academic discussions of politics since the 2016 US presidential election and the coinciding expansion of authoritarian rhetoric and ideals across Europe, Asia, and beyond. Until recently, however, academic geographers have not focused squarely on the concept of authoritarianism. Its longstanding absence from the field is noteworthy as geographers have made extensive contributions to theorizing structural inequalities, injustice, and other expressions of oppressive or illiberal power relations and their diverse spatialities. Identifying this void, Spatializing Authoritarianism builds upon recent research to show that even when conceptualized as a set of practices rather than as a simple territorial label, authoritarianism has a spatiality: both drawing from and producing political space and scale in many often surprising ways. This volume advances the argument that authoritarianism must be investigated by accounting for the many scales at which it is produced, enacted, and imagined. Including a diverse array of theoretical perspectives and empirical cases drawn from the Global South and North, this collection illustrates the analytical power of attending to authoritarianism’s diverse scalar and spatial expressions, and how intimately connected it is with identity narratives, built landscapes, borders, legal systems, markets, and other territorial and extraterritorial expressions of power.
