Indonesia's fresh milk production is only able to fulfil 22% of national milk demands. With growing milk consumption and the national target of fulfilling at least 60% of national demands from domestic production by 2025, boosting the productivity of dairy farms becomes important. This requires more adoption of productivity-enhancing technologies, techniques, and better farm management practices by dairy farms. However, as dairy farmers are predominantly smallholders, investing in technologies is a challenge due to cost, small production scale, and a lack of information and awareness. Partnering with the private sector offers a solution, as evidenced by case studies of technology and knowledge transfers from major milk-processing companies such as Cimory, Frisian Flag Indonesia [FFI], and Nestlé), and international development organizations operating in West Java and East Java. An example of collaboration is a support for digitalization in milk collection points (MCP). The system assigns a price that reflects the quality of milk from each farmer, therefore incentivizing investment in technology, equipment upgrading, and better management by farmers to improve milk quality and production. Different contract mechanisms are applied for the technology transfers-some are put alongside a supplier agreement with mandatory supply requirements while the others are delivered as grants and loans tied to a commitment to maintaining quality and standards.

Most countries in South-East Asia have established smallholder dairy farming industries through social welfare and rural development programs to provide a regular cash flow for poorly resourced farmers. These farms are now being treated as accepted rural industries and require a more business-minded approach based on changes to farm profitability. Business Management for Tropical Dairy Farmers gives smallholder dairy farmers the business management skills they will need to remain sustainable. Drawing on detailed financial analyses of smallholders in countries such as Pakistan, Thailand and Malaysia, it shows how to budget cash inputs to match cash outflows during different seasons of the year, and how to invest wisely in improving cattle housing and feeding systems. If farmers make greater use of formats and structures for farm costs and returns, it will increase their awareness of the relative importance of all their financial inputs in terms of cost of production per kilogram of milk produced on the farm. The aim of this pilot study was to evaluate effects of feeding and manure management interventions on the technical, economic, and environmental performance of Indonesian dairy farms, and to assess the adoption potential of these interventions. Various interventions were tested on 18 practical dairy farms in Lembang Sub-District in West Java, Indonesia. Results showed that ration balancing, mineral supplementation, feeding high quality compound concentrate feed, and (vermi-) composting have potential to improve the profitability of dairy farming, health of dairy cows, and/or reduce environmental pollution of dairy farming.
