Department of Social Services, Division of Family Services was established in 1974. In February 2003 the duties of the Income Maintenance Unit were transferred to DFS. The Division administers several financial assistance programs, including the Blind Pension and Supplemental Aid to the Blind programs. Rehabilitation Services for the Blind is a unit within the DFS which administers service programs for the blind and visually impaired and serves as the Commission for the Blind. State Rehabilitation Advisory Council for the Blind was established in February 1993. Blind Pension Fund program was established in 1921 funded by state property tax. Supplemental Aid to the Blind program is funded by the Blind Pension Fund.
