It is based upon privileged access to staff and elected members at five major local authorities, and upon qualitative interviews with a diverse range of individuals from differing ethnic communities who live and work in these areas. Social Cohesion and Counter-Terrorism provides an empirically led critical contribution to the understanding of current policies that have a direct impact upon the experiences of citizens in multi-ethnic urban contexts. It addresses the culpability of the central government in its construction of two policy agendas which have had serious negative consequences for British ethnic relations. The book explores the misfit between central government policy construction and the reality of the local authority's implementation of the policy.

Social cohesion has had different meanings for people depending on their background, their interests, where they live in the world, and at what time they lived. In the social sciences, social cohesion is a term used to explain the social and cultural consequences of structural changes related to industrialization and modernity. In the European Union, structural changes which relate to globalization, European integration, the restructuring of welfare states, ageing societies, and transitions from communism, have often led to more insecurity and material inequalities between people. Higher rates of immigration, and issues related to the integration of migrants and their descendants, have also led to anxieties about the preservation of national cultures and identities. This book argues that perceived crises in social cohesion in Europe have more to do with the consequences of structural change rather than the failure of multiculturalism and immigration. Could policies aimed at preventing radicalisation in Europe end up undermining the very social cohesion they aim to preserve? Since the mid-2000s, a growing number of European governments have broadened the scope of counter-terrorism, making it an issue that needs to be tackled by society as a whole. This report considers the effects of such policies in the education sector through a review of the existing literature on the subject. It begins by considering the issues facing educators and students and their families, and goes on to show how counter-radicalisation policies make contradictory demands on educators, asking them to build social cohesion and resilience while at the same time requiring them to employ a logic of suspicion in spotting potential radicals. The report suggests that this contradictory mission challenges key principles of 1. human rights and fundamental freedoms; 2. education for democratic citizenship, human rights education, competences for democratic culture and the objectives of building inclusive societies; and 3. the key objectives of counter-terrorism itself. The author therefore presents three main areas of reflexion, followed by recommendations for further research and action by the Council of Europe.

Bringing together comparative case studies from Belfast, Beirut, Amsterdam and Berlin, this book examines the role of the urban environment in social polarisation processes. In doing so, it provides a timely and refreshingly innovative voice in the confusing babble on (counter-)terrorism, urban conflict and community cohesion. Despite their socio-political differences, these cities are telling cases of how the location and shape of very mundane objects such as rubbish bins, bridges, clothes’ stores, shopping malls and cafés - in addition to the obvious fences, walls and barbed wire - are often subject to heated controversies and influence the way urban conflict is 'lived' and practised. Within a Science and Technology Studies (STS) theoretical framework, the authors provide a systematic analysis of these four cities and provide many concrete and richly illustrated examples of ’material agency’ without losing sight of their specific historical, political, geographical and social conditions. The STS angle permits some surprising, yet extremely convincing, conclusions which are of use not only for a range of practitioners but also to scholars interested in the social shaping processes and the consequences of urban artefacts. The authors argue that, although architecture and urban design is clearly not the sole cause of conflict and polarisation, neither is it completely innocent. Conversely, it cannot be the silver bullet to solve related problems and to create community cohesion. However, the materiality of our cities must not be ignored; in fact, it can and should be ’enrolled’ in our efforts. This edited volume questions the widespread resort to illiberal security practices by contemporary liberal regimes since 9/11, and argues that counter-terrorism is embedded into the very logic of the fields of politics and security. Although recent debate surrounding civil rights and liberties in post-9/11 Europe has focused on the forms, provisions and legal consequences of security-led policies, this volume takes an inter-disciplinary approach to explore how these policies have come to generate illiberal practices. The book argues that policies implemented in the name of protection and national security have had a strong effect on civil liberties, human rights and social cohesion - in particular, but not only, since 9/11. The book undertakes detailed sociological enquiries concerning security agencies, and analyses public discourses on the definition of the terrorist threat.
