The requirements of European Unification, along with broader processes of globalization, including immigration, are reshaping economic and welfare priorities and reconfiguring the relationship between citizens and the state in Italy. The reorganization of the Italian welfare state around the principle of subsidiarity combines neoliberal restructuring with a commitment to social solidarity and cohesion and privileges the family as the social formation best suited to mediate between state, market, and citizens. As the state retreats from some of its former social welfare responsibilities, it simultaneously extends its reach into matters of reproduction and family-making. Biopolitics in the time of subsidiarity encompasses concerns over birth rates, the population, the rights of the unborn, and the proper composition of the family. This dissertation examines the terms of social cohesion in post-welfare Italy and the central role that matters of reproduction and the family play in its reformulation as a moral and cultural problem. I focus on three discursive sites: the politics of life; the assertion of the heteronormative family as an urgent and legitimate site of political intervention; and the parameters for the "appropriate" integration of migrants into Italian society. I draw on ethnographic inquiry with associations and individuals engaged in reproductive and migrant health and politics in Milan. Tracing the policies, practices, and discourses that seek to govern in the name of social cohesion sheds light on new citizenship projects and logics of inclusion/exclusion in the post-welfare moment and underscores the continued salience of gender, sexuality, and reproduction to processes of state building.

The book explores the ways in which social cohesion — measured as trust in unknown fellow citizens — can be established and undermined. It examines the US and UK, where social cohesion declined in the latter part of the twentieth century, and Sweden and Denmark, where social cohesion increased, and aims to put forward a social constructivist explanation for this shift. Demonstrating the importance of public perceptions about living in a meritocratic middle class society, the book argues that trust declined because the Americans and British came to believe that most other citizens belong to an untrustworthy, undeserving, and even dangerous 'bottom' of society rather than to the trustworthy middle classes. In contrast, trust increased amongst Swedes and Danes as they believed that most citizens belong to the 'middle' of society rather than to the 'bottom'. Furthermore, the Swedes and Danes came to view the (perceived) narrow 'bottom' of their society as trustworthy, deserving, and peaceful. The book argues that social cohesion is primarily a cognitive phenomenon, in contrast to previous research, which has emphasized the presence of shared moral norms, fair institutions, networks, engagement in civil society etc. The book is based on unique empirical data material, where American survey items have been replicated in the British Social Attitude survey and the Danish and Swedish ISSP surveys (exclusively for this book). It also includes a unique cross-national study of media content covering a five year period in UK, Sweden, and Denmark. It demonstrates how 'the bottom' and 'the middle' is differently constructed across countries.

This book aims to enrich the thinking and discussion in relation to the importance that citizenship, immigration, rights and private laws play in the modern world. This is in a time when social cohesion and national identity is being challenged. It will explore the impact these laws have had on Australia, European Union (EU) and Slovenia. Identity and social cohesion are contested concepts and can invoke different responses. The challenges states and the EU are likely to face in retaining and even strengthening their respective identities and social cohesion from continued geopolitical shocks, security, economic volatility and environmental degradation is likely to be formidable. These alone pose some of the most complex political and policy issues facing the world. The EU can be held up as a polity that, has developed an identity and level of cohesion, while allowing member states to retain their national identities. It has, to date, also been successful in managing the rise of nationalism. However, that has come under threat in recent times. Thus, the very foundations of liberal democracy could be diluted from the impact of these challenges. Moreover, the basic foundations of rights have, in part, already been diluted from the rise of terrorism (which is acceptable), however, the geopolitical differences pose a significant challenge, in, and of themselves.

In the context of both the financial crisis and the crisis of European migration politics, the notion of solidarity has gained renewed prominence and - as this book argues - its practice has become increasingly contentious. Intersecting crises have sharpened social and political polarization and have contracted simultaneously the space for migrant and minority rights as well as the rights around political dissent. Building upon social movement and migration studies, this book maps the two sides of 'contentious solidarity' a shrinking civic space and its contestation by civil society. The book thereby unfolds the variety of repressive means (physical, legal, administrative and discursive) employed by governmental and non-governmental bodies against migrant solidarity, but also looks at how civil society organizations react to these restrictions through at times moderation and at times increasing contention. Ever since the inception of the scientific discipline of sociology in the turbulent 19th century, solidarity has been among its founding concepts. As modern societies developed and were transformed through broad societal trends such as industrialisation, individualization, globalisation, migration, etc., sociologists have rethought and reformulated the concept of solidarity over and over again in a continued attempt to grasp the sources of social cohesion in rapidly changing societies. Solidarity covers a range of relationships, from political affiliation, commitment, and participation to identification, recognition, and cultural engagement, through to interpersonal constructions of intimate and emotional relations. In simpler societies, solidarity is usually based on kinship ties or familial networks. In more complex societies, solidarity is more organic, referring to the interdependence of the component parts. Thus, social solidarity is maintained in more complex societies through the interdependence of its component parts. Solidarity has yet another side: solidarity does not need to be imposed on a person from the outside, by means of violence. This virtue is born all by itself, spontaneously, from the heart. Solidarity has a curious absent presence in social theory and analysis. Whilst the concept of solidarity would seem to be a critical feature in any form of collective community, organisation, or association, it is often used as either a descriptor or a characteristic of competing models of social cohesion and communality in society. It is regarded as a characteristic of societies or communities to be aspired to, rather than a central explanatory concept. Social and political theorists of society have used other concepts and ideas that do the work of providing the conceptual basis for explaining the way societies work and how they change. Society and Culture: Scarcity and Solidarity aims to promote international studies and ideas of perspectives and research in the sometimes contradictory, sometimes conflicting areas of social differences and diversities and social cohesion and solidarity. In the context of a world where religious, nationalist, ethnic, gender, and political differences appear prominent and deeply contested, strategic attempts at social solidarity, such as multiculturalism, are open to critical questioning. It seeks to provide argument and evidence that may also provoke thinking and action in the political domain.
