The ascendancy of neo-liberalism in different parts of the world has put social democracy on the defensive. Its adherents lack a clear rationale for their policies. Yet a justification for social democracy is implicit in the United Nations Covenants on Human Rights, ratified by most of the worlds countries. The covenants commit all nations to guarantee that their citizens shall enjoy the traditional formal rights; but they likewise pledge governments to make those rights meaningful in the real world by providing social security and cultural recognition to every person. This new book provides a systematic defence of social democracy for our contemporary global age. The authors argue that the claims to legitimation implicit in democratic theory can be honored only by social democracy; libertarian democracies are defective in failing to protect their citizens adequately against social, economic, and environmental risks that only collective action can obviate. Ultimately, social democracy provides both a fairer and more stable social order. But can social democracy survive in a world characterized by pervasive processes of globalization? This book asserts that globalization need not undermine social democracy if it is harnessed by international associations and leavened by principles of cultural respect, toleration, and enlightenment. The structures of social democracy must, in short, be adapted to the exigencies of globalization, as has already occurred in countries with the most successful social-democratic practices.

Jean Jaurès was a towering intellectual and political leader of the democratic Left at the turn of the twentieth century, but he is little remembered today outside of France, and his contributions to political thought are little studied anywhere. In Jean Jaurès: The Inner Life of Social Democracy, Geoffrey Kurtz introduces Jaurès to an American audience. The parliamentary and philosophical leader of French socialism from the 1890s until his assassination in 1914, Jaurès was the only major socialist leader of his generation who was educated as a political philosopher. As he championed the reformist method that would come to be called social democracy, he sought to understand the inner life of a political tradition that accepts its own imperfection. Jaurès's call to sustain the tension between the ideal and the real resonates today. In addition to recovering the questions asked by the first generation of social democrats, Kurtz’s aim in this book is to reconstruct Jaurès’s political thought in light of current theoretical and political debates. German Social Democracy and the Rise of Nazism explores the failure of Germany's largest political party to stave off the Nazi threat to the Weimar republic. In 1928 members of the Social Democratic Party (SPD) were elected to the chancellorship and thousands of state and municipal offices. But despite the party's apparent strengths, in 1933 Social Democracy succumbed to Nazi power without a fight. Previous scholarship has blamed this reversal of fortune on bureaucratic paralysis, but in this revisionist evaluation, Donna Harsch argues that the party's internal dynamics immobilized the SPD. Harsch looks closely at Social Democratic ideology, structure, and political culture, examining how each impinged upon the party's response to economic disaster, parliamentary crisis, and the Nazis. "Uneven economic growth in the Global South, with mounting inequalities and the crisis of democratization, has generated new quests for social democracy - but are such efforts, these days, at all feasible? The point of departure in this book is that there are no easy solutions such as generalizing the Latin American Pink Tide or exporting the Nordic model. There are many unresolved problems with participatory approaches; and the current conditions in the Global South differ substantially from those that enabled social and political forces to fight for the combination of equity and growth during late industrialization in the North. Can social democratic development be reinvented? This is what we discuss in this book. There are numerous protests against the existing order and there are attempts at change. But history will not be repeated, and the effort must be made to move on by analyzing whether and how the troublesome new circumstances may not only block some of the old policies, but also pave the way for alternative dynamics that can foster a viable and democratic counter movement. A group of prominent and committed scholars on social democracy in the South, most of them from Scandinavia and from India, decided four years ago to discuss these issues in several joint workshops. In this book, the outcome of their deliberations, they focus on the core dimensions of social democratic development and then read the two most critical cases in the South and North against each other in historical perspective, those of India and Scandinavia In order not to take ready-made Scandinavian solutions as points of departure, they start off from the challenges in India, only thereafter looking for useful Scandinavian and other experiences. The analysis in this book disputes entrenched interpretations of the comparative political economy of industrialized democracies. It questions, in particular, the widely-held assumption that social democratic governments will defend the interests of labor. The evidence shows that labor has become split into two clearly differentiated constituencies: those with secure employment (insiders) and those without (outsiders). The book focuses on three policy areas: employment protection (representing the main concern of insiders), and active and passive labor market policies (the main concern of outsiders). The main thrust of the argument is that the goals of social democratic parties are often best served by pursuing policies that benefit only insiders. The implication of the book's insider-outsider model is that social democratic government is associated with higher levels of employment protection legislation but not with labor market policy. The book also argues that there are factors can reduce insider-outsider differences and weaken their influence on social democratic governments. These hypotheses are explored through the triangulation of different methodologies. The book provides an analysis of surveys and macrodata, and a detailed comparison of three case-studies: Spain, the UK and the Netherlands. Its reinterpretation of the challenges facing social democracy will represent a significant contribution to the comparative politics and political economy literatures.
