This paper on the social gains from female education is part of a series, prepared by the World Bank, on the benefits of improving opportunities for women. The paper suggests that expanding women's opportunities enhances their productivity and earning potential and thus contributes to better economic performance and poverty alleviation. Education raises the productivity and earnings of both men and women. Over time female education also contributes to slower population growth and healthier families. The Bank believes that in efforts to expand women's opportunities, priority should be given to education through the secondary level, reproductive health, agriculture, private entrepreneurship, and the wage labor force. This paper is concerned with the estimation of these social gains from female education at the secondary level. The paper examines the role of female education, measured by gross enrollment rates at the secondary level, relative to, and or in combination with, some health and family planning services that influence fertility and infant mortality. It uses reduced form estimation of the total fertility rate and infant mortality rate. The paper presents cross country regressions based on data drawn from 72 developing countries. The analysis in this paper generally shows that female secondary education, family planning, and health programs all affect fertility and mortality, and the effect of female secondary education appears to be very strong. Results suggest that family planning will reduce fertility more when combined with female education, especially in countries that now have low female secondary enrollment levels. (DK).

Why do women in most developing countries lag behind men in literacy? Why do women get less schooling than men? This anthology examines the educational decisions that deprive women of an equal education. It assembles the most up-to-date data, organized by region. Each paper links the data with other measures of economic and social development. This approach helps explain the effects different levels of education have on womens' fertility, mortality rates, life expectancy, and income. Also described are the effects of women's education on family welfare. The authors look at family size and women's labor status and earnings. They examine child and maternal health, as well as investments in children's education. Their investigation demonstrates that women with a better education enjoy greater economic growth and provide a more nurturing family life. It suggests that when a country denies women an equal education, the nation's welfare suffers. Current strategies used to improve schooling for girls and women are examined in detail. Persuasive evidence demonstrates that gender equality in education is central to economic development. Despite more than two decades of accumulated knowledge and evidence of what works in improving gender equality, progress on the ground remains slow and uneven across countries. What is missing? World Bank Technical Paper 244. This report on the experiences of several Pacific island nations indicates that in remote villages, solar photovoltaic (PV) technologies are supplying reliable power at costs lower than those of the more commonly used diesel systems. Although the supply of electricity to households is limited, PV does provide isolated peoples with access to light and to information through television and VCRs. The study shows that the success of these programs depends not only on the technology itself but on personnel training, good fee collection systems, and careful financial management. Where managerial and technical expertise was lacking, maintenance by local, cooperatively owned utilites proved to be the best option. The authors present a case study from Tuvalu, where the solar PV system exemplifies the program's effectiveness in serving remote areas. The successful Tuvalu Solar Electric Cooperative Society (TSECS), formed in 1984, has been maintained by a well-trained technical staff with local and visiting technicians. It has also benefited from fee collection through an outside agency that prevents diversion of funds to other projects, local user committees to communicate with the utility, and an exclusive focus on PV systems. Environmentally attractive at both the global and local levels, PV solar technology appears highly promising for small-scale applications in developing countries.

This paper analyzes the benefits from female education (who gains and in what ways) and the constraints (direct and opportunity costs, reflecting economics and tradition). It then outlines promising approaches for increasing female education. The demand for female education can be strengthened gradually through economic and sectoral policies that increase the returns. But, this paper focuses on education policies, many of which could be adopted now, to lower the costs, improve the quality, and increase access to education in ways that will allow more girls to attend school. It reports evidence of effectiveness and gives examples, particularly from projects involving the World Bank. Especially in poor countries, projects succeed best when they include a "package approach" to address what are typically multiple and powerful constraints to female education. The paper calls for increased monitoring and testing the cost-effectiveness of the kind of innovative packages now being tried in several developing countries.
