Fostering social harmony has been one of the three prime areas of concern as stated in the Hong Kong Special Administrative Region (HKSAR) Government's recent policy addresses. This study aims at ascertaining how Hong Kong people perceive Hong Kong as a harmonious society. It also identifies the elements that are most conducive to social harmony in Hong Kong, so that the government could take reference when formulating new policies. 1,062 Hong Kong adult residents were interviewed by telephone in the second half of August 2006. Respondents were asked to rate their perceived level of social harmony and their satisfaction with 36 items (divided into three dimensions: public governance, society, and economy, family & work) for which the research team believes would be influencing the perceived level of social harmony. Results show that the average rating of social harmony was 5.57 (out of 10), delineating a moderate level of social harmony. Besides, the satisfaction scores on the three dimensions were all rated at an 'acceptable' level. Subsequent multivariate factor analysis and regression analysis show that the four extracted factors (from the three dimensions) had significant impacts on the level of social harmony. These were, in order of significance: (a) public governance, (b) social solidarity and respect, (c) economy/family/work and, (d) social tolerance and progressiveness. According to the factor loadings of each significant factor, we identified four core values which we hope the government would consider when formulating new policies, as follows: A Justice Government with Sincerity on Communication, Mutual Support and Respect with Integrity and Dedication, Dedication to One's Job and Community by Helping the Needed and, Creativity and Progressiveness with Tolerance. In summary, we firmly believe that the government should enhance its governance and communications with diverse groups of people in order to foster social harmony in Hong Kong. The government should also join hands with the people in order to spread the message of mutual respect, help and tolerance.

Harmony has become a major challenge for modern governance in the twenty-first century because of the multi-religious, multi-racial and multi-ethnic character of our increasingly globalized societies. Governments all over the world are facing growing pressure to integrate the many diverse elements and subcultures which make up modern pluralistic societies. This book examines the idea of harmony, and its place in politics and governance, both in theory and practice, in Asia, the West and elsewhere. It explores and analyses the meanings, mechanisms, dimensions and methodologies of harmony as a normative political ideal in both Western and Asian philosophical traditions. The book argues that in Western political thought - which sees politics as primarily concerned with resolving social conflicts and protecting individual rights - the concept of harmony has often been neglected. In contrast, since earliest times harmony or ‘he’ has been a profound theme in Confucian thought, and current leaders of many East Asian governments, and the Chinese government, have explicitly declared that the realisation of a harmonious society is their aim. The book also assesses how harmony is pursued, jeopardized or deformed in the real world of politics, based upon empirical analysis of a variety of different cultural, social and political contexts, including: China, Hong Kong, Singapore, Malaysia, Singapore, Vietnam, Denmark, Latin America and the Scandinavian countries. It shows how harmony as an organizing concept can help to promote new thinking in governance, and overcome problems of modern-day governance like distrust, adversarial conflicts, hyper-individualism, coercive state intervention, and free-market alienation. It also discusses the potential problems posed by the pursuit of harmony, in particular in the grave threat of totalitarianism, and considers how these risks could best be mitigated.

Second and third generation South and Southeast Asian minorities in Hong Kong, being marginalized from mainstream social and political affairs, have developed an ambivalent sense of belonging to their host society. Unlike their forefathers who first settled in Hong Kong under British colonial rule, these younger generations have spent their formative years in the territory. As such, they have increasingly engaged in the public and political realms of society, partly in response to the territory’s rapid political changes. Leung discusses and analyses the complex and diverse engagement of migrant and minority youths in Hong Kong - and their struggle for recognition, while desiring to 'be-long' to a place they call home. Some are joining the calls for democratic changes in the territory. In particular, she argues that much of this struggle can be seen in minorities’ involvement in creative sectors of society. While it will be of especial interest to scholars with an interest in Hong Kong, this book presents a compelling case study for anyone interested in the dynamics of migrant and minority engagement in the creative sector as a strategy for engagement.
