Available Open Access under CC-BY-NC licence. The number of people experiencing homelessness is rising in the majority of advanced western economies. Responses to these rising numbers are variable but broadly include elements of congregate emergency accommodation, long-term supported accommodation, survivalist services and degrees of coercion. It is evident that these policies are failing. Using contemporary research, policy and practice examples, this book uses the Irish experience to argue that we need to urgently reimagine homelessness as a pattern of residential instability and economic precariousness regularly experienced by marginal households. Bringing to light stark evidence, it proves that current responses to homelessness only maintain or exacerbate this instability rather than arrest it and provides a robust evidence base to reimagine how we respond to homelessness.

In contemporary European and American urban policy and politics and in academic research it is typically assumed that spatial concentrations of poor households and/or ethnic minority households will have negative effects upon the opportunities to improve the social conditions of those who are living in these concentrations. Since the level of concentration tends to be correlated with the level of spatial segregation the 'debate on segregation' is also linked to the social opportunity discussion. This book explores the central questions in urban and housing studies: Do poor neighbourhoods make their residents poorer? Does the neighbourhood structure exert an effect on the residents (behavioural, attitudinal, or psychological) even when controlling for individual characteristics of the residents? This issue has offered a locus for multi-disciplinary investigations on both sides of the Atlantic, and this volume demonstrates the rich geographical, sociological, economic and psychological dimensions of this issue. This paper reports on the initial findings of a major two year ARC funded study of social exclusion in NSW, and the policy options for tackling disadvantage at the local scale. The study focuses predominantly on disadvantaged areas where housing is predominantly in private ownership. It therefore moves the urban renewal debate away from a primary focus on public housing and disadvantage, and towards local neighbourhood disadvantage regardless of tenure. The paper reviews a range of place focused initiatives in NSW and then examines the impact of these programs in Western Sydney.
