In the past few decades, societies in Asia have experienced rapid and dramatic changes in their economic, social and political spheres. Despite the wide diversity among these countries, a few general trends can be observed. Globalization has swept across Asia, bringing intensive economic interactions, with a strong commitment to liberalism and market capitalism. Wage labour has become the common form of employment. Individuals, as well as countries, are increasingly exposed to the competitive and uncertain global market. Employment protection, particularly for vulnerable labour groups – youth, women, seniors and migrants – has become a pressing issue for most Asian governments. Industrialization and urbanization have had a major impact on demographics, family structures and normative frameworks. The declining fertility rate has been recognized as a defining feature of a modern society, leading to small families and reducing instances of multi-generational co-residency. Changing family structures have contributed to changes in family values and roles, especially the role of women. Sometimes willingly, sometimes compelled, women are entering the workplace in increasing numbers, particularly as migrant workers. Similarly, the elderly are experiencing changes in their roles and participation in society. Family duties compete, and are often in conflict with, the demands of work. The issue of providing adequate and quality care to family members has been exacerbated by the fact that Asian societies are ageing. It is commonly acknowledged that, in Asian societies, personal care and support needs are primarily met by family – both immediate and extended – and, to a lesser degree, by community networks. Governments had gradually established their own social welfare systems in an effort to support economic growth and sustain their legitimacy by meeting certain recognized social needs. The success of these ventures varies across societies, and, naturally, there have been criticisms of the breadth and depth of these provisions. This book addresses social issues related to family, ageing and work that arise from these changes in Japan, Korea, Taiwan, Hong Kong, China, Philippine and Sri Lanka. These societies represent different levels of economic and social development, but face similar challenges and their social interventions can be usefully compared. This variety of subjects provides the reader with a more comprehensive understanding of the changes that have occurred, the problems that have emerged and the strategies that have been adopted. This volume provides insight into ways of addressing social issues in this rapidly changing part of the world.

Much has been written about the challenges Asian governments face in response to rapid socio-economic changes and the resulting social needs and welfare expectations. This book looks at the role of social policy and particularly social security in addressing the ongoing challenge of poverty in East Asia despite the region’s spectacular experience of economic growth in decent decades. The East Asian miracle resulted over the last four decades in a transformation of the region’s traditional agrarian economies and significant increases in standards of living for many ordinary people. Even though it was given little attention, poverty has remained an ongoing problem. The problem became particularly evident however with the Asian financial crisis of 1997 when many low income and middle class workers became unemployed. As a result of this crisis, the need for effective social policies and social security programs were recognized. The idea that economic growth would solve the problem of poverty was increasingly challenged. Even in China today, where rapid growth has created new employment opportunities and the promise of prosperity for many, the government has recognized that the problem of poverty cannot be addressed only through economic growth but that comprehensive social policies must be formulated, and this includes the development of an effective security system.

This book offers a comparative analysis of social protection policies in five countries of South Asia — India, Sri Lanka, Pakistan, Nepal and Bangladesh — where economic transformation impelled by globalisation and liberalisation has, on the one hand, caused an unprecedented expansion of the informal sector, and heightened the vulnerabilities of its workers on the other. It examines the multiple vulnerabilities of workers who continue to work and live in abysmal conditions, with persistent cutbacks in social security budgets by governments, and evaluates the implementation and efficacy of current policies. The volume introduces the problem through an overview of South Asian economies by charting out the contrasting parallels between growth paths and the extent of poverty among workers in the informal sector. Further, it assesses the projected cost of basic social protection in these economies in the context of different (possible) growth scenarios. The second part of the book discusses the experiences from various countries by highlighting work force composition, ratio of workers in the informal sector to total work force, challenges and concerns, available policies and programmes, and finally, the outreach of these programmes. The concluding section argues for the need for social protection in South Asia by exposing the limitations of existing policies, and proposes a future course of action in order that social protection may serve as a tool in the transformation of social policy.
