Unorganised sector occupies a predominant portion in the workforce of India. The work is considered to be the physical and mental engagement by human beings for economic productivity. Fisheries Sector has become a source of income and employment to those who engage in unorganised employments for their life. India is the second largest producer of fish in the world by contributing 5.68 per cent of global fish production and second largest producer of fish by aquaculture after China. In the National Fish Productivity, State of Karnataka contributes almost 5.8 per cent securing 6th Position in marine productivity and 9th position in the inland fish productivity. Fisheries sector has enriched its share in the national development after effective usage of technology to increase yield per area of water thereby earning more foreign exchange. Fishing occupation is normally hazardous causing harm to the health of the fisher folks. It is essential to provide Social security protections to the fisher folks against contingencies including disability, sickness, employment injuries, occupational diseases and unemployment. The maximum welfare to the fisher folks can be assured only through the execution of Comprehensive Social Security Policy linking Social Assistance Programmes and Social Security Schemes. This study is descriptive and analytical in nature. The study results analyse the implications of social security measures among the fisher folks living in the Thota Bengre fishing village of Mangaluru Taluk in Dakshina Kannada District of Karnataka State in India. The study review upon the implications of various social security schemes offered to the fishermen in terms of its coverage and benefit. A good attempt is also made to identify the level of awareness among the fisher folks about social security schemes provided by the government at Centre and State levels respectively. This paper suggests measures for the legislators and fisheries department to improve the benefit schemes thereby securing the inclusive growth of the fishing community.

This report focuses primarily on the direct and indirect influences of fish trade and food security. The third and main section of the document discusses ways of increasing the contribution of small-scale fisheries to poverty alleviation and food security through nine main entry points. First, the paper revisits conventional fisheries policies and legislation and makes suggestions on how those can be made more pro-poor. Next, the paper emphasizes the importance of capacity building and highlights how cross-sectoral interventions can greatly improve the livelihoods of fish-dependent communities. The World Bank has engaged with the government of Sri Lanka in an advisory services and analytics (ASA) work entitled priorities for sustainably managing Sri Lanka's marine fisheries, coastal aquaculture and the ecosystems that support them. The development objective of this ASA is to support the government in prioritizing investment and policy actions to enhance the welfare and resilience of coastal fishing communities and fisheries' contribution to the national economy, including in light of the Coronavirus (COVID-19) pandemic and climate risks. This ASA forms part of the Bank's support to the government in its effort to respond to, recover from, and build back better after the Coronavirus (COVID-19) pandemic, given the important role that the fisheries sector plays in the livelihoods of the coastal communities and food security of the nation as a whole. The government took swift measures to provide immediate relief and restore domestic fisheries production and the associated value chain in the first phase of the pandemic. For the recovery and build-back-better phases, the government is prioritizing sustainability and resilience, as well as infrastructure enhancement, adoption of innovative technology, institutional strengthening, and skill development to enhance productivity and global competitiveness as a means to generate employment and local value added and contribute to the balance of payments.

This volume summarizes a series of studies undertaken to better understand the current socioeconomic context of the Northern and Eastern provinces in Sri Lanka. Nearly a decade after the end of the Sri Lankan civil war, the Northern and Eastern provinces lag in key social and economic measures. The study was made up of six background studies focused on (i) the provincial economies and economic structures of the North and East; (ii) labor force dynamics; (iii) demographic changes and impacts on vulnerability; (iv) the psychosocial needs of the local population; (v) community and social institutions; and (vi) livelihood trends and impacts of the war on productive assets. These studies were informed by both primary data collection, as well as secondary data sources and literature. The key findings from the assessment show that significant public investments in the Northern and Eastern provinces have resulted in growth and convergence between these provinces and the rest of the country. However, pockets of poverty and deprivation remain across these provinces, and the economic base of the region has yet to fully recover from the impacts of the civil war. Social vulnerabilities were persistent across the Northern and Eastern provinces, and were closely linked with poverty rates. With the demographic impacts of the war, vulnerabilities for women are growing in the region. There was a high rate of psychosocial needs recorded, and evidence that the social fabric has not been fully restored since the war. Citizen engagement, trust, and accountability remain important priorities, alongside economic revival, job creation, and restoring the social fabric and local institutions.
