Following the endorsement of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) by the FAO Committee on Fisheries (COFI) in June 2014, and in line with Paragraph 13.6 of the SSF Guidelines promoting the development of regional plans of action for their implementation, a regional consultation was held to discuss the implementation of the SSF Guidelines in West and Central Africa. The objective of the consultation was to raise awareness of the important role of the small-scale fisheries sector and how this is addressed in the African Union’s Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS), the ECOWAS regional fisheries and aquaculture policy (under development with support from the FIRST programme), and the SSF Guidelines. It also provided an opportunity to share experiences and identify actions needed to support and promote small-scale fisheries in the CECAF region.

In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This manual aims at providing practical guidance on how to achieve gender-equitable small-scale fisheries in the context of the implementation of the SSF Guidelines. Women play a key role, in particular in post-harvest activities relating to processing, marketing and trade, but their role remains undervalued. Within the broader context of the FAO Blue Growth Initiative, this publication therefore contributes to SP 1 Outcome 101 - Member countries and their development partners make explicit poli tical commitments in the form of policies, investment plans, programmes, legal frameworks and the allocation of necessary resources to eradicate hunger, food insecurity and malnutrition. The target audience for this manual is twofold: (i) policy makers/public administrations working on small-scale fisheries will be informed about ways to ensure gender-sensitive policies, investments and small-scale fisheries sector support, (ii) CSOs/Fisheries organizations will receive guidance on how to active ly support the empowerment of women in small-scale fisheries. This book provides a transdisciplinary assessment of multiple countries’ legal and policy frameworks vis-à-vis the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, adopted in 2014 by the Committee on Fisheries of the Food and Agriculture Organization of the United Nations. Based on an appraisal framework used to facilitate the unpacking of those frameworks, this book collects country experiences and regional perspectives on a range of cross-cutting issues underpinning the protection of the rights and the promotion of justice for small-scale fishers and their communities. This book aims to be the first collection to present a systematic and in-depth assessment of existing national legal and policy frameworks vis-à-vis the SSF Guidelines. This assessment is done through the transdisciplinary and collaborative work of researchers, governments, and civil society organizations for the analysis of the cross-thematic questions, which the contributors of this book aim to address. Firstly, what are the relevant laws and policies that matter for securing rights of small-scale fishers and their communities? How are small-scale fisheries defined by national laws and policies? How are small-scale fisheries treated (i.e., specifically or generally) in these instruments? Are there specific provisions and references to small-scale fisheries or any of its associated terminologies (e.g., artisanal, subsistence, traditional, indigenous)? Secondly, how the relevant instruments address the 8 small-scale fisheries key issues outlined in that rapid appraisal study? What are the strengths and gaps in these instruments? Do they address issues that are not covered by the SSF Guidelines? Do they contribute to clarifying other legal issues that are relevant for sustainable small-scale fisheries? Finally, since the book also aims to explore the accessibility of these legal and policy instruments for those to which they matter the most (the small-scale fishers), the following questions were also considered: What challenges do they face in knowing and understanding the relevant laws and policies in place? Which tools, measures and processes are available in the countries to ensure small-scale fishers can claim for their rights? The small-scale fisheries subsector is a crucial provider of livelihoods, nutrition, and food security to millions of people all over the world. However, small-scale fishers, fishworkers and their communities face many challenges, including lack of recognition, limited participation in decision-making, unsustainable use of aquatic resources, climate change impacts and conflicting interests with other sectors. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument entirely dedicated to small-scale fisheries and provide guidance on how to address existing challenges in the subsector. One of the key areas discussed in the SSF Guidelines is the need for an enabling environment that promotes good governance. This publication, Small-scale fisheries governance – A handbook in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, was based on a number of training courses on governance in small-scale fisheries. Illuminating Hidden Harvests: the contributions of small-scale fisheries to sustainable development (hereinafter IHH) is a global study uncovering the contributions and impacts of small-scale fisheries through a multidisciplinary approach to data collection and analysis. The study provides information that quantifies and improves understanding of the crucial role of small-scale fisheries in the areas of food security and nutrition, sustainable livelihoods, poverty eradication and healthy ecosystems. It also examines gender equality as well as the nature and scope of governance in small-scale fisheries. The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities and released as a contribution to the International Year of Artisanal Fisheries and Aquaculture 2022. The purpose of this report is to contribute to a more holistic understanding of what small-scale fisheries are, their importance, and why they are essential to efforts to achieve the Sustainable Development Goals (SDGs). By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. With this in mind, the IHH report is aimed at all those with a stake or an interest in the small-scale fisheries subsector, in particular decision-makers who are concerned with fisheries, poverty eradication, food security and nutrition, and sustainable development more generally. It is also addressed to small-scale fisheries actors themselves and those who support them.

This document includes eight studies showcasing good practices in support of sustainable small-scale fisheries. FAO commissioned these studies aiming to share experiences and promote the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The case studies were also intended to promote participatory approaches – in line with the SSF Guidelines principles – and to promote increased interaction between research and fishing communities, including the use of traditional knowledge and participatory research. It is hoped that the case studies will inform policy and policy processes and, in this way, promote sustainable small-scale fisheries according to the SSF Guidelines and the human rights-based approach to development (HRBA). The case studies constitute a rich selection of experiences and are diverse, not only with regard to their geographical setting but also in scope and approach. They span from looking at one specific tool for sharing experiences (the fisheries learning exchanges methodology in Madagascar and Mozambique) or examining the enabling environment in a specific thematic area (disaster risks in Bangladesh), to regional policy formulation on small-scale fisheries (the SSF Guidelines protocol for Caribbean policies) and reflection on how to use the SSF Guidelines in participatory processes (the Myanmar step-by-step approach to discussions with small-scale fisheries communities). A few of the papers look at co-management, in some cases combining fisheries management and social development (Senegal, Uruguay and Nepal), with one focusing on the role of small-scale fisheries and community organizations (India). Generally, the case studies refer to HRBA but, perhaps because many of the activities have taken place in the past, it seems that HRBA has rarely been consciously and explicitly implemented. Still, the case studies bear witness to a number of experiences and practices that are clearly steps in the right direction. Key good practices emerging from the studies refer to, among other things, holistic approaches to co-management and social responsibility; broad engagement, inclusiveness and partnerships; the power of communication; and gender equality and the role of women. As more experience is gained, our knowledge of how to go about implementing the SSF Guidelines will improve and nurture new and continued initiatives. For the present and the future, efforts should be made to apply HRBA, while continuing to share experiences and good practices showing how to do so when implementing the SSF Guidelines.
