Performance review has become a major topic in social work. As an all-embracing term, it encompasses broad concepts such as 'quality' and 'accountability' and the specific techniques for measuring and managing performance. This volume is divided into four parts to survey the subject in different areas and to examine its implications from the perspectives of the voluntary sector, management, professional practice, the client, and those implementing performance review. The importance of supervision and the need for proper consultation with carers when making policy decisions are also discussed, as well as such areas as quality assurance schemes and the proper implementation of complaints procedures. Also included is an analysis of performance review and quality in General Practice. The final Part provides a general overview of performance and quality review and examines how effective the Citizen's Charter and other quality assurance schemes are and what they mean when put into practice.

professional-standards-review organizations (PSRO) in defining quality of care for the Medicare program; it is a "shared responsibility of health professionals and government to provide a reasonable basis for confidence that action will be taken, both to assess whether services meet professionally recognized standards and to correct any deficiencies that may be found" (p. 14). Similar pronouncements have been made for the quality assurance activities of the Department of Defense's CHAMPUS program and of the 1980s successor to the PSROs, the federally designated peer-review organizations (PROs), established to ensure quality and utilization-efficient care for Medicare. Links between the federal and state gov ernments and between professional associations and private review entities have been developed to make this "shared responsibility" manifest in the delivery and reimbursement of health services. This responsibility is seen in light of both pro fessional and legal accountability, a view noted by Gibson and Singhas (1978) and Alger (1980). Accountability, then, becomes a concentric concept that elaborates on the pure view of quality and reflects the federal government's consumer protection activities during the 1970s. The Joint Commission on Accreditation of Hospitals (JCAH), which has pro vided another primary historical leadership role in defining quality assurance, has promoted the evolution of the concept of resource limitations as a part of the defini tion of quality assurance.

Social workers are increasingly faced with the demands of evaluating their own programs and practice to maintain accountability to funding agencies, secure funding, and remedy a number of social problems facing our society. One of the nine basic competencies required by the social work accreditation agency is to be able to conduct evaluations. Evaluation is a critical area of practice for demonstrating accountability to clients, communities, numerous other stakeholders, and funding and regulatory agencies. Social Work Evaluation, Third Edition, offers a straightforward guide to a broad range of social work evaluations at both the program and practice levels. Author James R. Dudley's seven-step approach to evaluation makes use of qualitative, quantitative, and mixed research methods to provide oversight and address important issues at the planning, implementation, and outcome stages of a program or practice intervention. His unique focus on involving clients in the evaluation process ensures that social workers consistently improve their capacity to impact their clients' well-being and remain accountable to them and others they serve. Case examples from the extensive evaluation experience of the author and others illustrate a wide range of logic-based methods discussed throughout the text for real-world application. This comprehensive text effectively aims to enhance student and practitioner skill sets to meet these demands of a changing field.
