This volume brings together a diverse set of scholars to address the long theoretical, conceptual and political debate on the interpretation of “actually existing” socialism in the Soviet Union and Eastern Europe. While the major paradigms – totalitarianism, neo-totalitarianism, revisionism, post-revisionism, modernization, and the world-system analysis – are well known in the Western (English-language) literature, the concept of state socialism, which has strong theoretical roots in Hungary (going back to the works of György Lukács and István Mészáros) received less international attention. This book contributes to a productive discussion about viable alternatives to capitalism by introducing and theoretically elaborating on the concept and practice of state socialism, highlighting the historical significance of Hungary’s experiment with the “new economic mechanism” of 1968. It generates a common point of reference for various generations of anti-systemic thinkers, scholars, and activists to move beyond Cold War simplifications and ideological divides, and contributes to the discussion about anti-capitalist alternatives, which are relevant today for the global left. Probing the relationship between socialism and governance, the author offers a new perspective for understanding Chinese politics since 1949. China's politics can be roughly divided into two periods - the Maoist period (1949-1978) and the Dengist Period (since 1978) - characterized as Revolutionary China and Reformatory China. These two periods are better understood when they are compared with each other. For, to study an epoch, we need a logic that transcends that epoch. A comparative approach is very helpful in uncovering the deeper meaning of Chinese revolution and Chinese reforms. Using the key concept 'two worlds of life' (Experiencing World and Meaning World), the author argues that there is a sharp discrepancy between the two worlds of life in all the self-claimed 'socialist' countries. Although the Meaning World is 'socialist', the Experiencing World cannot be adequately understood as being socialist. 'socialism' has become an ideational veil which masks the true nature of the Experiencing World. After the 'socialist' revolution, the chain of the concept of 'socialism' awaits the proletariat. Only through Entborgenheit can we understand the true nature of the Experiencing World of all 'socialist' states. It is argued that the concept 'real socialism' is still misleading, for such a 'socialism' is still unreal; that the concept 'state socialism' is no more than a confusing concept and needs also to be rejected, for there is not such a thing as state socialism in our experiencing world. We had neither 'real socialism' nor 'state socialism', we had only statism in our experiencing world. The Maoist Chiina was a schizophrenic case of 'socialism', due to the inherent conflict between statism in the Experiencing World and 'socialism' in the Meaning World. All the Communist states created a Janus-faced creature, with one face being statism and the other face being 'socialism'. This is caused by the pathology of treating statization of means of production as socialization of means of production. Dengist China initiated a de-statization process, but this process is not socialization either.

In these essays, written (with one exception) between 1978 and 1982, Immanuel Wallerstein elaborates on the political and theoretical implications of the world-systems perspective outlined in his celebrated books The Modern World-System and The Capitalist World-Economy. Whereas those books centred on the historical development of the modern world-system, the essays in this volume explore the nature of world politics in the light of Wallerstein's analysis of the world-system and capitalist world-economy. Throughout, the essays offer new perspectives on the central issues of political debate today: the roles of the USA and the USSR in the world-system, the relations of the Third World states to the capitalist 'core', and the potential for socialist or revolutionary change. Different sections deal with the three major political institutions of the modern world-system: the states, the antisystemic movements, and the civilizations. The states are a classic rubric of political analysis. For Wallerstein, the limits of sovereignty are at least as important as the powers - these limits deriving from the obligatory location of the modern state in the interstate system. Social movements are a second classic rubric. For Wallerstein, the principal questions are the degree to which such movements are antisystemic, and the dilemmas state power poses for antisystemic movements. Civilizations, in contrast, are not normally seen as a political institution. That however is for Wallerstein the key to the analysis of their role in the contemporary world, and thereby a key to understanding the politics of social science.

The year 2011 marks the twentieth anniversary of the end of the Soviet Union. This may be an appropriate time to evaluate the adoption by previously state socialist societies of other economic and political models. The transition has sometimes been described in positive terms, as a movement to free societies with open markets and democratic elections. Others have argued that the transition has created weak, poverty-stricken states with undeveloped civil societies ruled by unresponsive political elites. Which is the more accurate assessment? David Lane examines a few of the theoretical approaches that help explain the trajectory of change from socialism to capitalism. He focuses on two main approaches in this volume—elite theories and social class. Theories dwelling on the role of elites regard the transformation from socialism to capitalism as a type of system transfer in which elites craft democratic and market institutions into the space left by state socialism. Lane contrasts this interpretation with class-based theories, which consider transformation in terms of revolution, and explain why such theories have not been considered the best way of framing the transition in the post-socialist states. While recognizing that elites can play important roles and have the capacity to transform societies, Lane contends that elite theories alone are inadequate to explain a system change that brings free markets. In contrast, he proposes a class approach in which two groups characterize state socialism: an administrative class and an acquisition class.
