The international Character of the previous volume is thus main tained - a point which while valuable in all the sciences is vital in sociology. The complexity of sociological problems, however, derives not only from national and social differences, but also from methodological differences, and those inherent in the Character of the scientific data themselves. The approaches to sociology being so numerous and varied, it follows that their co-ordination and synthesis are only to be achieved by adequate recognition of each. The work of the Sociological Society, in its early stages, may be regarded as affording means for the concrete illustration of these various approaches by investigators and thinkers of known competence. Excerpt from Essays in Sociology, Vol. 2 In the Annals of the American Academy of Political and Social Science for May, 1897, Prof. C. H. Cooley, of the University of Michigan, works out an able and successful refutation of a prevalent theory - of which the typical exponent is Mr. Francis Galton - concerning the distribution and emergence of genius in human affairs. Theory is perhaps too strong a name for what is really the statement of a common empirical assumption; but, as Galton supports his view of the matter by a certain process of statistics, it may fitly be allowed the status of a scientific contention. Briefly, this theory is that, although conditions count for something, genius in general is sure to work its way to the front; that fame, or the consensus of educated opinion, is a sufficiently sure test of genius; and that a prevailing preponderance of genius per capita in any society is to be taken as proving pro tanto a superiority in the race. Excerpt from Sociological Papers 2. Pioneer Researches in Borderland Problems - represented by the papers of Dr. Westermarck and Mr. H. H. Mann. The former, apart from its own value, stands here as a type of research which sociologists are forced to undertake - partly because the subject is vital to any adequate theory of social evolution, and partly because it belongs to a field not definitely cultivated by any organised body of specialists. In other words, the sociologist is himself compelled to undertake specialist research into such subjects as Marriage, War, Sport, Class Distinction, etc.; because these have not been brought adequately within any of the existing sub-sciences into which the sociological province is at present partitioned. Mr. Mann's paper - secured through the kind offices of Mr. Seebohm Rowntree - gives the results of an important investigation into the family budgets of an English village community. As a contribution to general demography, this paper may claim to rank as sociological, though professedly economic in its inception. 3. Applied Sociology - represented here by Mr. Galton's paper on "Eugenics" and Professor Gedde's on "Civics." These, though brought forward in entire independence, are yet, it will be observed, correlative. The one deals with the citizen, the other with cities. But problems of population and problems of housing, only need to be stated in the more general terms of organism and environment, for their interdependence to become manifest. It is from such points of departure as those adopted in these two papers, that, in the future, must be built up an applied science of sociology.
