Excerpt from Sociology Applied to Practical Politics In my first volume, Civilization and Progress, I endeavoured to lay down the First Principles of Sociology with their laws and dependencies, in so far, that is to say, as these could be extracted from a general survey of the evolution of Societies and Nations as a whole. In the third volume of my History of Intellectual Development I went a step farther, and endeavoured to exhibit the practical use to which such First Principles might be put, if they were applied to the Politics of different nations, over periods of time sufficiently long to allow temporary disturbances calculated to deflect them from their normal course of evolution to work themselves out. For this purpose, I selected as object-lessons for my forecast the Political and Social Evolution of England, France, and America, respectively, for the Twentieth Century, as foreshadowed from their evolution in the Past; my idea being to see to what extent Sociology could supply Politics with an instrument, or set of principles, which, like a ship's compass and chart, would enable practical Statesmen to embark with more confidence and on longer voyages over the open political sea of the Future, than would be possible at present, where from the absence of such compass and chart they are obliged, like ancient mariners, to hug the shore, and living from hand to mouth, to wait patiently on Providence for wind and tide. Now, should Sociology be able to furnish us with such general guidance, it would at least help to keep the evolution of nations up to the highest possibilities marked out for them by their special natural powers and advantages; as well as keep that evolution in as straight a path as possible, and so avoid those to-and-fro tackings and zig-zags of political reaction, which obscure a nation's political bearings, confuse its judgments, and waste its force. Originally published in 1987, it seemed likely that by the end of that decade, if current trends continued, the majority of social researchers would be working under contract to government and other agencies which commissioned policy-relevant investigations. This shift towards contracted and commissioned research threw into heightened relief the importance of greater understanding of the often problematic relationship between researchers on the one hand, and funding agencies and policy-making bodies on the other. This book was directed at both social scientists who were or would in the future be involved in social policy research, and at administrators, planners and policy makers who often had responsibility for funding such research and who were also its potential users. The authors provide accounts of research in a wide variety of settings, conducted on behalf of a diverse range of sponsors, in order to confront, describe and try to understand the tensions which develop between the two sides of the policy research relationship. While there is, of course, no suggestion here that there are tailor-made solutions that can eradicate difficulties, the feeling is expressed that improvements in the research relationship are possible and highly desirable. The primary objective of the book was to provide an impetus for greater understanding and collaboration that could lead to such improvements.

This book builds a theoretical approach to the intractable problem of theory/practice in international relations (IR) and develops tools to study how theory and practice ‘hang together’ in international security. Drawing on Pierre Bourdieu’s political sociology, the book argues that theory and practice take part in struggles over basic understandings (doxa) in international fields through what the book calls doxic battles. In these battles e.g. scientific facts, military hardware and social networks are mobilised as weapons in a fight for recognition. NATO’s transformation and fight for survival and the rapidly growing number of think tanks in European security in the 1990s is taken as an example of these processes. The book studies a variety of sources such as funding to science programmes in Europe; think tanks and research centres in European security; NATO’s relations with the EU, the WEU and the OSCE; and the mobilization of theory at crucial points in the transformation process. In complex contemporary societies social science has become increasingly interwoven into the whole fabric of governance. At the same time there is an increasing recognition that attempts to understand the social world which seek to mimic the linear approaches of the conventional 'hard sciences' are mostly useless given the complex systems character of society in all its aspects. This book draws on a synthesis of critical realism and complexity theory to examine how social science is applied now and how it might be applied in the future in relation to social transformation in a time of crisis. A central argument is that there is no such thing as a 'pure' science of the social and that a recognition of the inevitability of application imposes obligations on social scientists wherever they work which challenge the passivity of most in the face of inequality and injustice.
