“As projects get more complicated, managers stop learning from their - perience. It is important to understand how that happens and how to change it.... Fallible estimates: In software development, initial estimates for a project shape the trajectory of decisions that a manager makes over its life. For ex- ple, estimates of the productivity of the team members influence decisions about the size of the team, which in turn affect the team’s actual output. The trouble is that initial estimates usually turn out to be wrong. ” (Sengupta, 2008) This book aims directly to increase the awareness among managers and practitioners that estimation is as important as the work to be done in so- ware and systems development. You can manage what you can measure! Readers will find in this book a collection of lessons learned from the worldwide “metrics community,” which we have documented and enhanced with our own experiences in the field of software measurement and estimating. Our goal is to support our readers to harvest the benefits of estimating and - prove their software development processes. We present the 5 ISO/I- acknowledged Functional Sizing Methods with variants, experiences, counting rules, and case studies – and most importantly, illustrate through practical - amples how to use functional size measurement to produce realistic estimates. The book is written in a practical manner, especially for the busy practitioner community. It is aimed to be used as a manual and an assistant for everyday work.

This is the digital version of the printed book (Copyright © 2003). To succeed in the software industry, managers need to cultivate a reliable development process. By measuring what teams have achieved on previous projects, managers can more accurately set goals, make bids, and ensure the successful completion of new projects. Acclaimed long-time collaborators Lawrence H. Putnam and Ware Myers present simple but powerful measurement techniques to help software managers allocate limited resources and track project progress. Drawing new findings from an extensive database of software project metrics, the authors demonstrate how readers can control projects with just Five Core Metrics -Time, Effort, Size, Reliability, and Process Productivity. With these metrics, managers can adjust ongoing projects to changing conditions-surprises that would otherwise cause project failure.

Software development is becoming increasingly complex and dynamic. The Requirements Engineering process has to integrate know-how from customers and developers and focus on the essentials. Quality Function Deployment (QFD) fulfils these needs. The objective of QFD is a software which does not include all that is technically possible, but only the features that are important for success. Requirements engineering with QFD is goal-oriented, fast, flexible and customer-focused.

A compiler translates a program written in a high level language into a program written in a lower level language. For students of computer science, building a compiler from scratch is a rite of passage: a challenging and fun project that offers insight into many different aspects of computer science, some deeply theoretical, and others highly practical. This book offers a one semester introduction into compiler construction, enabling the reader to build a simple compiler that accepts a C-like language and translates it into working X86 or ARM assembly language. It is most suitable for undergraduate students who have some experience programming in C, and have taken courses in data structures and computer architecture.

Seminar paper from the year 2003 in the subject Politics - International Politics - Region: Western Europe, grade: 1,3 (A), University of Constance (Faculty for Management Studies), course: Comparative Local Government, 9 entries in the bibliography, language: English, abstract: Switzerland is one of the smallest, oldest and most complex democratic federal states. Local political structure is far more important in Switzerland than in the centralized polities of most modern European countries, given the historically decentralized nature of the Swiss system (see Hass, J.K. 1999: 1067). “Thus the Swiss municipal organisation has proved to be extremely stable in comparison to other countries. They strongly vary in size and the majority are very small. Between 1848 and 1998 the number of municipalities was reduced only from 3204 to 2914 “(see Ladner, A. 1991: 5-6). In this paper, the focus will be on the local government in Switzerland. But before we come to this part, we think it is necessary to give an overall view of Switzerland in general and its political system. Here, we will also introduce the issue of direct democracy in Switzerland, as we think it is a characteristic political element within the Swiss democracy and also plays an important role on the communal and local level. Then we will describe the local level in detail. This will include a short summary about the development of the Swiss communes in history, the role of the communes given by the Swiss constitution, the structure and organization of communes and the responsibilities they have. Finally, we will comment our findings and draw conclusions about the grade of decentralization and what follows from this for the Swiss democracy.
