When ôDonÆt Ask, DonÆt Tell,ö the official U.S. policy on gays serving in the military, was repealed in September 2011, soldier Stephen Snyder-Hill (then Captain Hill) was serving in Iraq. Having endured years of this policy, which passively encouraged a culture of fear and secrecy for gay soldiers, Snyder-Hill submitted a video to a Republican primary debate (held two days after the repeal). In the video he asked for the RepublicansÆ thoughts regarding the repeal and their plans, if any, to extend spousal benefits to legally married gay and lesbian soldiers. His video was booed by the audience on national television. Soldier of Change captures not only the media frenzy that followed that moment, placing Snyder-Hill at the forefront of this modern civil rights movement, but also his twenty-year journey as a gay man in the army: from self-loathing to self-acceptance, to the most important battle of his lifeûprotecting the disenfranchised. Since that time, Snyder-Hill has traveled the country with his husband, giving interviews on major news networks and speaking at universities, community centers, and pride parades, a champion of LGBT equality.

The home my family occupied after we moved to Kingston was situated along the route taken by dignitaries on their way to Jamaica House, the Prime Ministers official residence. As a result of this fortuitous bit of luck, we never had to join the throng at the airport eagerly awaiting Queen Elizabeth, Emperor Haile Selassie or other important visitors to our island; we merely had to wait by our gate for the motorcade and wave furiously as they drove by, escorted by the police and a line of other official cars. I was a teenager then and although the excitement was undeniable, other issues held my attention. Jamaica was changing, an independent country gradually shedding the mantle of colonialism and on the cusp of forging a new identity. The Black Green and Gold was everywhere along with a sense of pride and all the possibilities the future held and I needed to find my place in this new country. Little did I know then how much my life would change, that in time I would be a part of that inner circle greeting official guests to Jamaica and meeting with the Prime Minister at his residence. This then is my story, written not only as an observer but an active participant in events of the still unfolding tale that is Jamaica. To my humble parents who without treasure gave the best they had to give, a love that has solidified the bond between their children; to my wife and sons and finally to the men and women of the Jamaica Defense Force with whom I served proudly for more than half of my life. And to the active soldiers and reservists who continue to serve in this their finest calling, to defend the honor of their country.

The Soldier and the Changing State is the first book to systematically explore, on a global scale, civil-military relations in democratizing and changing states. Looking at how armies supportive of democracy are built, Zoltan Barany argues that the military is the most important institution that states maintain, for without military elites who support democratic governance, democracy cannot be consolidated. Barany also demonstrates that building democratic armies is the quintessential task of newly democratizing regimes. But how do democratic armies come about? What conditions encourage or impede democratic civil-military relations? And how can the state ensure the allegiance of its soldiers? Barany examines the experiences of developing countries and the armed forces in the context of major political change in six specific settings: in the wake of war and civil war, after military and communist regimes, and following colonialism and unification/apartheid. He evaluates the army-building and democratization experiences of twenty-seven countries and explains which predemocratic settings are most conducive to creating a military that will support democracy. Highlighting important factors and suggesting which reforms can be expected to work and fail in different environments, he offers practical policy recommendations to state-builders and democratizers.
